He <br />stated this is a win -win for the taxpayers of St. Anthony and the environment. <br />Councilmember Horst clarified that Johnson Controls is the contractor and the City decides <br />which projects to pursue. He stated he is comfortable working with Johnson Controls. <br />Vote Ayes 4, Nays 1 ( Stille) Motion carried. <br />B. Resolution 07 -063; Authorizing Distribution of the St. Anthony Water Resource <br />Management Plan to Review Agencies <br />City Engineer Hubmer reported the final draft update of the St. Anthony Water Resource <br />Management Plan is complete. He gave a brief presentation on the reason for and the history of <br />the Water Resource Management Plan and explained the purpose of each section. <br />City Engineer Hubmer stated staff requests that the draft Plan be forwarded for review and <br />comment to the Rice Creek Watershed District, the Mississippi Watershed Management <br />Organization, the Metropolitan Council, the Cities of Roseville, New Brighton, Columbia <br />Heights, and Minneapolis. Also, Ramsey and Hennepin counties. <br />City Engineer Hubmer reported the review process is anticipated to take 60 days, and at that <br />time, staff would respond to comments received and revise the Plan as necessary. He stated he <br />would present the proposed revisions and comments to the City Council for consideration. <br />Motion by Councilmember Thuesen, seconded by Councilmember Gray, to approve Resolution <br />07 -063, a Resolution Authorizing Distribution of the St. Anthony Water Resource Management <br />Plan to Review Agencies. <br />Motion carried unanimously. <br />Mayor Faust stated that due to a lack of sound for televised August 14, 2007 City Council <br />Meeting and for the benefit of residents listening at home, Items C and D are a repeat from the <br />last City Council meeting. More detailed minutes are included in the August 14, 2007, council <br />meeting. <br />C. City Engineer Update <br />City Engineer Hubmer repeated the August 14, 2007 presentation and provided updates on the <br />status of projects ongoing within the City of St. Anthony Village to include the 2007 Street <br />Reconstruction Project, Foss Road Lift Station, Silver Lake Road, Automated Water Meter and <br />I &I Inspection Program, and the Geographic Information System (GIS). <br />
