He reported a project to <br />capture stormwater run off and storing in an underground tank to use to irrigate the Central Park <br />system. He stated another meeting is planned to find funding sources and assess the merits of the <br />project. <br />City Engineer Hubmer stated he met with the Mississippi Watershed Management Organization <br />to discuss the installation of a large underground water storage system and the possibility of <br />adding a chemical process to remove 90 percent of the phosphorus. He explained that St. <br />Anthony Village drains to Minneapolis at the intersection of Lowry and Highway 88. <br />Mayor Faust encouraged staff to support City Engineer Hubmer in this effort and commented <br />that St. Anthony could be a demonstration site, thus, mitigating the cost of the project. <br />D. Financial Management Plan <br />Ms. Stacie Kvilvang, Ehlers and Associates, repeated the August 14, 2007 Financial <br />Management Plan presentation to the City Council. <br />Councilmember Stille commented that St. Anthony has a mission statement and with that, the <br />Comp Plan was reviewed and projects and goals were identified. He thanked Ms. Kvilvang for <br />encouraging Council to do this. <br />Mayor Faust thanked Ms. Kvilvang for her work. <br />VII. REPORTS FROM CITY MANAGER AND COUNCIL <br />City Manager Morrison reported the next step for the Financial Management Plan would be <br />presented at the next Council meeting when the 2008 budget is approved. He reported a <br />resolution to pay off the 2007 bond would also be on a future agenda. <br />City Manager Morrison reported meeting with Ramsey County. He stated Highway 88 would be <br />resurfaced and detours would be involved. <br />City Manager Momson recommends that Mr. Jay Hartman be appointed to a Mississippi <br />Watershed District Organization task force. <br />City Manager Morrison reported on the Planning Commission issue for a request for a text <br />amendment allowing a daycare as CUP. He commented the City Attorney recommended a <br />change of text, which would then require most uses allowed in the Commercial Zoning District <br />to also be a permitted use in the Industrial zoning district with an approved CUP. <br />City Manager Momson commented on the donations from Wal*Mart and the fact that Police <br />Reserves work as security officers at Wal *Mart. <br />
