Ordinance 07 -005• Chapter 555 of the City Ordinance, Single Sort Recycling (First <br />3 Readin <br />4 <br />5 Assistant City Manager Moore -Sykes reported that in September 2006, the City Council adopted <br />6 an ordinance allowing single -sort recycling in St. Anthony for twelve months as a pilot program. <br />7 She stated the City Council wanted to see how well the community accepted this change in <br />8 collecting recyclables, if this method was efficient in its collection of recyclables, and effective <br />9 in maintaining or increasing recycling efforts within the community. <br />10 <br />11 Assistant City Manager Moore -Sykes reported that because a number of metro -area communities <br />12 had implemented this method of collecting recycling, the City Council asked Staff, as part of this <br />13 pilot program, to investigate many of the claims before approving a permanent single -sort <br />14 recycling program. She explained Council wanted Staff to review tonnage amounts collected <br />15 and compare those amounts collected by the dual -sort collection method, a method traditionally <br />16 used by the City; provide the residents information about single -sort recycling; obtain feedback <br />17 from the residents using single -sort recycling; and flush out issues that needed to be addressed in <br />18 the single -sort recycling ordinance. <br />19 <br />20 Assistant City Manager Moore -Sykes reported the findings stating the amounts collected by the <br />21 two methods were roughly comparable at the same point in the year. <br />22 <br />23 Assistant City Manager Moore -Sykes reported Staff and representatives from Allied Waste, <br />24 Walter's, and Waste Management advised the City Council that they would provide residents <br />25 and customers with the information regarding single -sort recycling. She stated Council also <br />26 requested that residents be provided information about the new recycling bins and the various <br />27 sizes available to meet their needs. She reported Staff provided information to the residents <br />28 through the City's newsletter and personal requests for information. <br />29 <br />30 Assistant City Manager Moore -Sykes indicated overwhelming amounts of ernails were received <br />31 from residents stating their support for continuing the single -sort recycling method. She stated <br />32 many indicated convenience as the primary reason in that one container for all recyclables <br />33 reduced time spent sorting and only one container had to be rolled to the end of the driveway. <br />34 She stated Staff estimates they received more than 50 responses in favor of continuing single -sort <br />35 recycling. <br />36 <br />37 Assistant City Manager Moore -Sykes reported some residents voiced concern about the <br />38 possibility of broken glass mixing with recycled paper. She stated staff received one emailed <br />39 response from a hauler advising that they have not received any complaints from their mills <br />40 regarding glass shards in the paper. She stated another hauler verbally indicated that they also <br />41 have not received any complaints about glass. She commented other residents commented <br />42 favorably on the reduction of trips and trucks are making on the City streets; a few also <br />43 commented on the welcomed reduction in noise and fuel smell in the air. <br />44 <br />45 Assistant City Manager Moore -Sykes stated staff recommends approval. <br />46 <br />
