PUBLIC HEARINGS. <br />None <br />V. REPORTS FROM COMMISSION AND STAFF <br />A. Ordinance 07-004, Amendment to Light Industrial Section 1640.02 (Final Reading) <br />City Manager Mornson reported the prospective buyers of 2812 Anthony Lane South have <br />requested a text amendment to the City's Zoning Ordinance to allow daycares as conditional use <br />in the Industrial Zoning District. He stated the applicants presented the proposed text <br />amendment to the Planning Commission in a concept review at the August 21, 2007 meeting and <br />at the September 18, 2007 Planning Commission meeting. He reported staff sent the proposed <br />text amendment to the City Attorney for his review and complements. He reported the City <br />Council reviewed the Ordinance Amendment at the September 25, 2007 meeting and the October <br />9, 2007 meeting. He stated this is the final reading of the Ordinance Amendment. <br />Motion by Councilmember Stille, seconded by Councilmember Gray, to Approve Final and <br />Third reading of Ordinance 07 -004, an Ordinance Amending Chapter 16 of the City Code being <br />Zoning and Land Use. <br />Motion carried unanimously. <br />B. Resolution 07 -071 • Approving a Conditional Use Permit for Jack & Jill Daycare and Pre - <br />School at 2812 Anthony Lane South <br />Planning Commissioner Heinis informed Council that the Planning Commission addressed the <br />safe drop off area for children, parking spaces, and landscaping issues with Mr. Foster. He <br />reported the presentation was well prepared and the request was unanimously approved by the <br />Planning Commission. <br />Councilmember Stille questioned whether the survey was provided by Mr. Robert Foster. <br />Planning Commissioner Heinis stated Mr. Foster provided the required survey. <br />Mr. Robert Foster addressed the Council and restated the background for the purchase of 2812 <br />Anthony Lane South and the location of the Jack & Jill Daycare and Pre - School at this site. He <br />explained the exterior site plan relative to parking, traffic flow, drop off areas, the play ground <br />area, walkways, and landscaping. He stated future plans for 2812 Anthony Lane South include <br />more office use and less industrial. <br />Councilmember Thuesen questioned whether the parking would be adequate during peak pick up <br />and drop off times. <br />Mr. Foster replied they are comfortable with the parking plan. <br />
