City Council Regular Meeting Minutes October 23, 2007 Page 3 1 Motion by Councilmember Thuesen, seconded by Councilmember Gray, to Approve Resolution 2 07 -071, a Resolution for Approval of a Conditional Use Permit for the Jack & Jill Daycare and 3 Pre - School Facility Located at 2812 Anthony Lane South with conditions. 4 5 Councilmember Stille commented this is a good established business coming into the 6 community. He stated it would bring more individuals into the City who would use other 7 businesses in St. Anthony. He commented the change to more office space in this area is also a 8 plus. 9 10 Motion carried unanimously. 11 12 VI. GENERAL POLICY BUSINESS OF THE COUNCIL 13 14 A. Ordinance 07 -055; Single Sort Recycling (Second Reading) 15 16 City Manager Mornson reported that in September 2006, the City Council adopted an ordinance 17 allowing single -sort recycling in St. Anthony for twelve (12) months as a pilot program. He 18 explained the City Council wanted to see how well the community accepted this change in 19 collecting recyclables, if this method was efficient in its collection of recyclables, and effective 20 in maintaining or increasing recycling efforts within the community. 21 22 Councilmember Gray inquired whether emails or calls were received since the last meeting. 23 24 City Manager Mornson replied none had been received. 25 26 Mayor Faust imparted comments he heard from residents. He stated he was not concerned about 27 the tonnage amount, as it might no longer be a good metric. 28 29 Motion by Councilmember Thuesen, seconded by Councilmember Gray, to approve Ordinance 30 07 -005, an Ordinance approving Chapter 555 of the City Ordinance, Single Sort Recycling, 31 Second Reading. 32 33 Motion carried unanimously. 34 35 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS 36 37 City Manager Mornson reminded Council that there are three scheduled regular Council 38 meetings left for the year — November 13, and 27 and December 11, 2007. 39 40 City Manager Mornson requested Council members review the invitation to attend the 41 Metropolitan Regional Meeting in Bloomington and let him know if they wish to attend. 42 43 City Manager Mornson reported attending the ICMA Conference where speakers provided 44 information on civic engagement, performance management, and budget presentation. He stated 45 he brought back information and ideas to consider for implementation with the department 46 heads.
