City Council Regular Meeting Minutes <br />November 27, 2007 <br />Page 4 <br />1 City Manager Morrison reported he would be attending the metro meetings on November 29, <br />2 2007. <br />4 Mayor Faust requested City Manager Mornson pass on Council's best wishes to Ms. Kirshbaum. <br />5 He stated she is seen and known by the residents of St. Anthony and is one of the best City <br />6 employees he has worked with. <br />7 <br />8 Councilmember Gray reported attending the North Suburban Access Committee meeting on <br />9 November 26, 2007. He stated the committee discussed how it would function going forward. <br />10 He stated this group is responsible for televising sports events, Village Fest, and other public <br />11 access programs. He stated there is a good chance the PEG fees would be eliminated, which is a <br />12 major source of North Suburban Access. He stated the subcommittee would meet over the next <br />13 few months to prioritize and determine next steps. <br />14 <br />15 Mayor Faust asked what the PEG fee is. <br />16 <br />17 Councilmember Gray stated it is a franchise fee. <br />18 <br />19 Mayor Faust questioned whether public access would be eliminated or be offered at a charge to <br />20 residents. <br />21 <br />22 Councilmember Gray replied that if PEG fees are eliminated, a fee structure would be considered <br />23 to pay for the services. He explained other fund generating options would also be considered, <br />24 such as advertising or corporate sponsorship. <br />25 <br />26 Mayor Faust stated the City has an obligation to its residents to provide access through <br />27 television. He stated this is a valuable asset to the community. <br />28 <br />29 Mayor Faust reported that he and City Manager Morrison met with the Hennepin County <br />30 assessor on November 16, 2007 to discuss the 2008 assessment. He explained that St. Anthony <br />31 generally fared better than other areas of the County. <br />32 <br />33 Mayor Faust reported attending a general meeting of the Chamber of Commerce on November <br />34 20, 2007, where Mr. Rocco Forte presented information on the I -35W bridge collapse. He stated <br />35 the two things he gleaned from the presentation were the importance of preparedness and the <br />36 mutual aide process. <br />37 <br />38 Councilmember Stille stated it was interesting to see the system work during a crisis. <br />39 <br />40 VIII. COMMUNITY FORUM <br />41 <br />42 Mayor Faust invited residents to come forward at this time and address the Council on items that <br />43 are not on the regular agenda. <br />44 <br />45 There being none, Mayor Faust continued with the agenda. <br />46 <br />
