City Council Regular Meeting Minutes <br />October 10, 2006 <br />Page 3 <br />1 Mr. Dennis Cavanaugh, 2909 St. Anthony Boulevard addressed the Council and stated he <br />2 enjoyed participating with the proactive and positive undertaking and thanked everyone who <br />3 participated. <br />4 <br />5 Motion by Councilmember Thuesen, seconded by Councilmember Gray, to approve the first <br />6 reading of an Ordinance Amending Chapter Five of the City Code, Being the Licenses, Permits, <br />7 and Business Regulations to include the additions and corrections of the City Attorney. <br />9 Motion carried unanimously. <br />10 <br />11 Mayor Faust indicated there would be two additional readings. He stated his is a win -win <br />12 situation and a classic way government should treat residents and business owners. Mayor Faust <br />13 pointed out with each reading, Council experienced additional information or changes surfaced. <br />14 <br />15 B. Resolution 075; Reject bid for Foss Road Lift Station <br />16 <br />17 Mr. Todd Hubmer, WSB & Associates, presented Resolution 06 -075, recommending rejection of <br />18 all bids for the Foss Road Lift Station and Utility Improvement Project and order plan and <br />19 specifications incorporated into the 2007 Street Reconstruction Project. <br />20 <br />21 Mr. Hubmer stated he contacted several contractors opened bids on September 27, 2006. He <br />22 reported receiving three bids from interested contractors. Mr. Hubmer reported he had an <br />23 engineer's estimate of just under $900,000. He reported the lowest bid received was for <br />24 approximately $1,100,000 or $200,000 over the engineer's estimate. Mr. Hubmer recommended <br />25 Council rejects the bid and includes the Foss Road Lift Station and Utility Improvement Plan <br />26 into the 2007 Street Reconstruction Project. <br />27 <br />28 Mr. Hubmer pointed out he contacted the contractors and proposed several changes to attract <br />29 more contractors to lower the project bid; these included extending the project completion date to <br />30 the end of June 2007, including additional language to lower contractor costs relative to <br />31 dewatering, and providing a storage sight for the contractor to store and stage equipment. Mr. <br />32 Hubmer explained this did not result in lowering the cost. He stated he believes rolling this <br />33 project into a larger project, would attract more contractor bids. <br />34 <br />35 Councilmember Horst asked what the City's time line is to complete the project. <br />36 <br />37 Mr. Hubmer replied it would be when Pratt breaks ground on the next round of townhouse units. <br />38 He stated the current lift station has the capacity to support the current requirements. He did not <br />39 anticipate the start of the Pratt project until spring of 2007 with occupancy beginning in 2008. <br />40 <br />41 Councilmember Horst asked what the advantage would be to add this into the street project. <br />42 <br />43 Mr. Hubmer replied the definite benefit would be adding the additional $3,000,000 would make <br />44 it attractive to contractors. He stated contractors could bring in crews and set them up for several <br />45 months for better scheduling. <br />46 <br />
