City Council Regular Meeting Minutes <br />May 9, 2006 <br />Page 7 <br />1 Mayor Faust stated that consideration of Resolution 06 -048, Adopting the Tax Increment Policy, <br />2 will be tabled to the May 23, 2006 Council meeting. He encouraged Councilmembers to inform <br />3 staff of changes they would like made to the TIF policy prior to that meeting date. <br />4 <br />5 B. Consider Ordinance 06 -001 Housekeeping of City Ordinances 0 St reading). <br />6 <br />7 Mr. Momson presented the ordinance and explained that that it addresses housekeeping issues. <br />8 He recommended this action be taken in one motion, to waive the first and second readings, <br />9 approve the third reading, and move directly to adoption. Mr. Morrison presented the wording <br />10 changes as follows: <br />11 <br />12 Chapter 3 — Personnel: The term "personal leave" was changed to "personal time off (PTO)" as <br />13 suggested by the City's Auditor. In Section 300.19, fifth sentence, the word "requested" was <br />14 changed to "request." <br />15 <br />16 Chapter 6 — Fees: The fee for duplicate dog tags will consistently be listed at $5.00. The <br />17 wording "per unit" will be added after the fee to help clarify for City staff. Charges and <br />18 Assessments, Section 620.03 and 620.04, the due date will be changed to "November 15," which <br />19 will allow residents an extended opportunity to pay their assessment directly to the City. <br />20 <br />21 Chapter 13 — Building, Housing, Construction and Signs: Section 1315.01, Definition, the word <br />22 "basing" was changed to "bathing." <br />23 <br />24 Motion by Councilmember Thuesen, seconded by Councilmember Gray, to waive the first and <br />25 second readings, approve third reading, and adopt Ordinance 06 -001, Housekeeping of City <br />26 Ordinances. <br />27 <br />28 Motion carried unanimously. <br />29 <br />30 C. Consider Resolution 06 -049 Supporting NE Diagonal Trail Plan with No Financial <br />31 Responsibility to the City of St Anthony_ <br />32 <br />33 Mr. Morrison reviewed the resolution with the Council and indicated that this was directed at the <br />34 last Council meeting to indicate the City supports the Northeast Diagonal Trail but will not <br />35 support it financially. <br />36 <br />37 Motion by Councilmember Gray, seconded by Councilmember Thuesen, to adopt Resolution 06- <br />38 049, Supporting NE Diagonal Trail Plan with No Financial Responsibility to the City of St. <br />39 Anthony. <br />40 <br />41 Motion carried unanimously <br />42 <br />43 D. Consider Resolution 06 -050 Supporting the Installation of the Stone Sculpture at Salo <br />44 Park in the City of St. Anthony. <br />45 <br />46 Mr. Morrison reviewed the resolution with the Council and indicated that it supports the <br />47 installation of the stone sculpture at Salo Park.
