City Council Regular Meeting Minutes <br />June 27, 2006 <br />Page 7 <br />1 Road from 33`d to 37th Avenue NE. and Old Highway 8 from 33`d Avenue NE to 29' Avenue <br />2 NE. <br />4 Councilmember Thuesen asked if these sidewalks are consistent with other sidewalks relative to <br />5 width and type. Mr. Hubmer said they are. They have been working with the City of Roseville <br />6 as Highcrest is a boarder road. Some Roseville residents do not want a sidewalk on their side of <br />7 the street. He will continue to work with City Staff in Roseville to see if there is any interest in <br />8 participating. <br />9 <br />10 Mayor Faust reflected on a workshop on walkable communities held in May 2006 with the <br />11 Ramsey County Commissioner. This workshop was a prelude to getting money from the state. <br />12 All residents on Highcrest from Roseville and St. Anthony were invited to participate. From this <br />13 walk, they learned it is wiser to go from 33`d down to 29th and tie the east side of the City in. <br />14 With this grant St. Anthony would get a bigger bang for their buck. This is an ongoing process. <br />15 <br />16 Councilmember Gray stated it appears the scheduling will complete the sidewalks before the <br />17 start of work on Silver Lake Road. With additional traffic on Highcrest, he assumes the <br />18 sidewalks would be available for students to use in the fall. Mr. Hubmer said they are trying to <br />19 get the sidewalk on Highcrest done as soon as possible. This should be a simple project for the <br />20 contractor. <br />21 <br />22 Mayor Faust asked if this is a minimally invasive construction project. Mr. Hubmer stated that it <br />23 should be. There are some issues on the south side of Highway 8 such as slopes. <br />24 <br />25 Motion by Councilmember Horst, seconded by Councilmember Thuesen, to approve Resolution <br />26 06 -058; Highcrest and Old Highway 8 Sidewalk and Street Lighting Project Feasibility Report. . <br />27 <br />28 Motion carried unanimously. <br />29 <br />30 D. Resolution 06 -059; Minnesota Safe Routes to School Gran_ t. <br />31 <br />32 Mr. Hubmer presented a resolution authorizing the preparation and submittal of a Minnesota <br />33 Safe Routes to School grant application. The City of St. Anthony will be requesting <br />34 approximately $175,000 for the construction of a sidewalk on the west side of Highcrest Avenue <br />35 from 37th Avenue and the west side of Old Highway 8 from 33`d Avenue through 29th Avenue. <br />36 This application is consistent with the mission of the City of St. Anthony Village to provide a <br />37 safe and walkable community. The application will be completed in the next two weeks and <br />38 submitted to the Minnesota Department of Transportation for consideration. <br />39 <br />40 Mr. Hubmer reported they have been coordinating this with Ms. Kathy Knapp from community <br />41 services, Letters of support have also been received from the principals of each of the schools. <br />42 He pointed out that the sidewalk corridor does serve all three schools in St. Anthony. in <br />43 addition, there is money for bike racks and educational programs to encourage this.type of <br />44 transportation to school. <br />45 <br />46 Councilmember Hoist asked if this is a matching grant or a full grant.
