City Council Regular Meeting Minutes <br />June 27, 2006 <br />Page 6 <br />1 Mr. Todd Hubmer, WSB & Associates, presented the final reading of the proposed ordinance to <br />2 prohibit discharges into the sanitary sewer system. The ordinance addresses the inflow and <br />3 infiltration (UI) entering the City's sanitary sewers through illicit private connections to the <br />4 sewer. Efforts to reduce M have been initiated by the City in an attempt to address a sanitary <br />5 sewer surcharge and a potential demand charge imposed by the Metropolitan Council <br />6 Environmental Services (MCES). In 2006 the St. Anthony M Reduction Plan identified illicit <br />7 private connections as the primary source of M into the City sewer and recommended action be <br />8 taken to eliminate such connections. This ordinance provides legal authority to the City to <br />9 administer a program to eliminate such connections. <br />10 <br />11 The ordinance contains the following: defines allowable discharges into the sanitary sewer <br />12 system; defines illicit connections to the sanitary sewer that typically contribute to the I/I; defines <br />13 the proper way to disconnect an illicit connection and states the proper configuration for utilizing <br />14 a sump -pump; states that the City has a right to inspect private property for illicit connections; <br />15 states that the property owner of an illicit connection must correct the problem within a specific <br />16 timeframe or be subjected to a utility surcharge enforced by the City; allows the City to conduct <br />17 follow -up inspections to verify that the property remains compliant with these rules; defines a <br />18 city- imposed surcharge of $100 per month and prohibits the issuance of city permits if residents <br />19 do not allow inspections to be performed by the City or if they do not disconnect illicit <br />20 connections; allows waivers for parcels not able to meet the requirement due to public safety <br />21 concerns; allows property owners a means to pay for disconnection work over five years by <br />22 using an assessment to the parcel; states that violations of this section are a misdemeanor and <br />23 could be prosecuted by the City in a criminal court. <br />24 <br />25 Mayor Faust stated there would be evening and weekend inspection times available so people do <br />26 not have to take off work. Mr. Hubmer said early mornings would also be available. <br />27 <br />28 Mayor Faust reported he and City Manager Monson met with the Executive Director of the <br />29 Association of Metropolitan Municipalities (AMM). One of the issues the Executive Director has <br />30 addressed with Metropolitan Council is. their measuring points. St. Anthony, along with other <br />31 Cities, can work together through the AMM. This would guarantee the Metropolitan Council <br />32 makes certain their equipment is counting accurately. <br />33 <br />34 Mr. Hubmer replied they have been reviewing the metering locations for St. Anthony to ensure <br />35 . the recording accuracy. Resolution 06 -058: Highcrest and Old Highway 8 Sidewalk and Street Lit;htine <br />43 Project Feasibility Report. (n.68 -71) <br />44 <br />45 Mr. Hubmer put before the Council for consideration, a resolution ordering the preparation of a <br />46 feasibility report for the Highcrest and Old Highway 8 Sidewalk and Lighting Improvement <br />47 Project. Using an overhead map, Mr. Hubmer pointed out the sidewalk locations of Highcrest <br />
