City Council Regular Meeting Minutes <br />June 27, 2006 <br />Page 9 <br />Motion carried unanimously. <br />3 Mr. Hubmer reported on the automated water meters. The City of Long Lake has about 750 total <br />4 water meters, 600 of which are residential. He with the City and recommended Long Lake <br />5 and St. Anthony bid out as a single contract to reduce overall costs. Within the next several <br />6 weeks preparation for performance specifications and solicitation of bids for replacement of the <br />7 City's existing meters will be complete. They are also investigating the possibility of the water <br />8 meter installation company completing the sump pump inspections simultaneously with the <br />9 change out of meters. Mr. Hubmer stated he would report back to the Council as soon as the cost <br />10 and benefits are known for this alternative. <br />11 <br />12 Mayor Faust commented that St. Anthony has been asked through Ehler's and Associates to <br />13 speak with the Long Lake Mayor. He met him at the Minnesota Mayor's Association. He <br />14 believes this is good for both communities. <br />15 <br />16 Councilmember Stille asked if the Long Lake and St. Anthony water meters are the same type of <br />17 product. Mr. Hubmer said they would need to come to an agreement on the meter. Long Lake is <br />18 looking at same technology for their system. <br />19 <br />20 City Manger Mornson asked if the water meter company was also going to do the inspections for <br />21 1/I. According to Mr. Hubmer there are two program elements. Usually there is a company that <br />22 supplies the meters and a company that installs them. They would structure the bid process in <br />23 such a way that as an alternate, the plumber doing the installation would also do the inspection at <br />24 the same time. <br />25 <br />26 City Manager Morrison clarified that what Mr. Hubmer is looking for from the Council is <br />27 approval to financially team up with Long Lake. <br />28 <br />29 Mr. Hubmer continued with a report on the Silver Lake Road project. He met with Hennepin <br />30 County on June 27, 2006 and went through the project elements. They are finalizing the right of <br />31 way portion of the project and plan to begin both temporary and permanent right of way <br />32 acquisitions this fall. They should be contacting homeowners this fall. A meeting was set for a <br />33 stake holders on July 26, 2006 to deal with staging. This meeting will include the Fire Chief, <br />34 Police Chief, Utility Companies and Nativity Lutheran Church as well as others. An open house <br />35 will be held in the October/November timeframe to inform the public on all the stages of <br />36 construction and the proposed improvements. <br />37 <br />38 F. Resolution Authorizing execution of Agreement 06 -060 <br />39 <br />40 City Manager Momson reported the City is entering into an agreement with the Minnesota <br />41 Department of Public Safety for a Safe and Sober grant. The City received these grants before <br />42 directly from the State of Minnesota. The money is now being channeled through Ramsey <br />43 County. Ramsey County is requiring the City of St. Anthony to enter into an official resolution <br />44 as part of their policy. The grant is for $7,500. It will pay for overtime for extra officers from <br />45 October 1, 2006 to September 30, 2007. <br />46 <br />
