City Council Regular Meeting Minutes <br />June 27, 2006 <br />Page 10 <br />1 Mayor Faust asked if this ties us into sending St. Anthony officers if the State Highway Patrol <br />2 wants to do saturation. He is not against this but St. Anthony needs to cover its requirements <br />3 first. City Manager Mornson replied this ties us into just the city limits of St. Anthony. <br />4 <br />5 Motion by Councilmember Thuesen, seconded by Councilmember Gray, to approve Resolution <br />6 06 -060. <br />7 Motion carried unanimously. <br />8 <br />9 VI. GENERAL POLICY BUSINESS OF THE COUNCIL. <br />10 None <br />11 <br />12 VII. REPORTS FROM CITY MANAGER AND COUNCILMEMBERS. <br />13 <br />14 City Manager Mornson reported the following: <br />15 <br />16 Visible things one may see around the City include a new Ford Explorer for the Police Reserve. <br />17 As of now there are eleven volunteer police reserves working the City Streets. The first two new <br />18 black and white squad cars will arrive in the next week. The total conversion from the blue squad <br />19 cars to the black and whites will take about three years. <br />20 <br />21 There is a component of the Village Pub and Amcon St. Anthony Village liquor store <br />22 development being worked on. Landscaping is being done on the City property from the berm <br />23 to the liquor store. An agreement was made with Hennepin County for a right of way. St. <br />24 Anthony took down trees and paid for the right of way but is required to landscape this area. <br />25 This will start probably after July 4, 2006. <br />26 <br />27 City Manager Mornson brought to the Council's attention that he is getting pressure from <br />28 garbage haulers to go to a single sort recycler. He asked the Council to let him know what they <br />29 would like him to do with this. <br />30 <br />31 . City Manger Morrison reported he received the National Incident Management System (NIMS) <br />32 training. It is the Federal requirement for training that lists the training requirements for Council <br />33 members and the Mayor. St. Anthony is into phase two training. Mr. Morrison found that St. <br />34 Anthony is so far ahead of other cities, he is thinking about contracting our people out to other <br />35 cities and making some money from this. <br />36 <br />37 Mayor Faust informed Councilmembers that he has watched his recycle person dump the recycle <br />38 into one hopper. The ordinance does not allow this. He asked the Council and residents listening <br />39 to give feedback to City Manager Morrison. City Manager Morrison stated the other request <br />40 from garbage haulers is to change garbage pickup to every other week and recycle every other <br />41 week. <br />42 <br />43 City Manager recommends doing a staff report and do a first reading at a City Council meeting. <br />44 Mayor Faust agrees this is what should be done. <br />45 <br />
