City Council Regular Meeting Minutes <br />August 22, 2006 <br />Page 2 <br />Ms. Stacie Kvilvang, Ehlers & Associates, summarized the modification to Redevelopment <br />Project No. 3 (Cub Foods TIF) and TIF District No. 3. Ms. Kvilvang stated as Ehlers & <br />Associates completed the City Tax Increment Financing reports the State Auditor, it was <br />determined the City would have excess increment ($247,405) in 2005. Excess increment is <br />defined as increment generated in excess of what was budgeted. Ms Kvilvang stated this is <br />typical of districts developed over 10 years ago and Ehlers recommends a full budget <br />modification. <br />9 Ms. Kvilvang explained that since the City and HRA is modifying the TIF budget; Council is <br />10 required to hold a public hearing on the modification to Redevelopment Project No. 3 (Cub <br />11 Foods TIF) and the budget modification that is being proposed. She stated Council is not <br />12 enlarging the district; it is just modifying the budget to compliance with auditing requirements. <br />13 <br />14 Mayor Faust stated it is a good to amend the budget up because there is greater increment in it <br />15 due to the growth of the TIF District. <br />16 <br />17 Mayor Faust closed the public hearing at 7:10 p.m. <br />18 <br />19 Motion by Councilmember Gray, seconded by Councilmember Stille, to approve Resolution 06- <br />20 069; Resolution Adopting a Modification to the Redevelopment Plan for Redevelopment Project <br />21 Area No. 3 and adopting a Modification to the Tax Increment Financing Plan for Tax Increment <br />22 Financing District No. 3 therein. <br />23 <br />24 Motion carried unanimous],. <br />25 <br />26 V. REPORTS FROM COMMISSION AND STAFF. <br />27 None. <br />28 <br />29 VI. GENERAL POLICY BUSINESS OF THE COUNCIL. <br />30 A. Ordinance 06 -004: Single Sort Recycling, <br />31 <br />32 Assistant City Manager Kim Moore -Sykes reported this is the third and final reading to change <br />33 the language to the City's Ordinance Chapter 5 regarding recycling collection. She stated Staff <br />34 met with representatives from the garbage haulers doing business in the City earlier this year <br />35 regarding the possibility of allowing recycling pick up every other week to accommodate single - <br />36 sort recycling. She stated the first reading was at the July 25`h City Council Meeting, where <br />37 Staff was directed to include additional language about glass as a recyclable and container size to <br />38 the proposed draft. <br />39 <br />40 Ms. Moore -Sykes reported the second reading was at the August 8`h City Council Meeting where <br />41 language regarding the container size was discussed and further changes were proposed to <br />42 change the standard container size and recycling material was further defined as plastic beverage <br />43 containers. Ms. Moore -Sykes stated the Ordinance now reads under 555.01, Definitions, <br />44 Subdivision 3 Recyclables: Materials which may be recycled or reused through recycling <br />45 processes, including metal and plastic beverage containers, glass, newsprint, and any other <br />
