She stated changes to subdivision 11 <br />2 Residential Container reads: Any container intended for the collection of recycling materials that <br />3 has a volume of 100 gallons or smaller container upon request of the resident. <br />4 <br />5 Ms. Moore -Sykes stated under 555.02, subdivision 5 (a) Licensing Requirements: Curbside <br />6 recycling collection will be made available to all residential customers. At a minimum, such <br />7 services must include bi- weekly collection and hauling of all recyclables on collection days. <br />8 Charges to customers who have no curbside recycling collection will be no less than the charges <br />9 for services, which include curbside recycling collection. <br />10 <br />11 Ms. Moore -Sykes stated under 555.03 Requirements and Restrictions, (k) Haulers are required to <br />12 provide residential containers for recycling that will hold 100 gallons or smaller container upon <br />13 request of the resident. She reminded Council that regular garbage hauling will continue to be <br />14 done weekly. <br />15 <br />16 Ms. Moore -Sykes reported as part of the review Staff contacted other cities on issues regarding <br />17 garbage hauling and single sort recycling. She reported some of the issues included Pup trucks <br />18 hauling garbage and recyclables from large multi and single family residences that back on <br />19 alleys; the amount of truck traffic in neighborhoods on garbage day; noise and air pollution <br />20 concerns; and the impact of heavy vehicles on the City's streets and alleys. Ms. Moore -Sykes <br />21 stated Licenses and business fees were discussed. She explained the City currently requires a <br />22 business license for haulers at $150 per annum, which is similar to other metro -area cities. She <br />23 stated the discussion included raising fees to better reflect the City's cost to repair streets. <br />24 <br />25 Ms. Moore -Sykes stated Staff also discussed alternative systems of garbage and recycling <br />26 hauling such as municipal collection, organized collection, open (free market) collection, <br />27 requiring multi - family residences as part of the City's recycling program and fuel consumption. <br />28 She stated the major concern of most Cities is multiple trucks on streets on collection day. <br />29 <br />30 Councilmember Stille thanked Ms. Moore -Sykes for her candor in brining this to the Council. He <br />31 understands everything could not be addressed tonight. Councilmember Stille stated he was <br />32 surprised that multi family residences were not required to participate in recycling. He asked if <br />33 there are examples of the use of licensing fees for street and alley repair. <br />34 <br />35 Ms. Moore -Sykes stated Blaine charges $750 per year, but most communities charge about $150. <br />36 <br />37 Mayor Faust stated Ms. Moore -Sykes brought up some good items and Council needs to look at <br />38 these. He asked if the haulers wanted to talk. <br />39 <br />40 Ms. Jennifer Klennert, Waste Management, replied she was available to answer questions. <br />41 <br />42 Mayor Faust opened the public hearing at 7:18 p.m. <br />43 <br />44 Mr. Al Gline, 2601 Kenzie Terrace, stated Kenzie Terrace has about 150 units they want <br />45 weekly recycling because they do not have the space for storage of additional containers. <br />
