Sergeant John <br />Mangseth and Mayor Faust handed out certificates to the graduates. <br />Chief Ohl noted this was a unique group of people interested enough in law enforcement and the <br />community to attend seven Thursday classes for a total of 21 hours. He stated this was an <br />opportunity to meet some very nice people interested in the community. Chief Ohl recognized <br />Officer John Mangseth, Officer Tressa Sunde, and Reserve Lieutenant Carolyn Quick for doing <br />the hard up front work it took to put the course on. He mentioned they not only did the up -front <br />work, they also taught the classes. <br />Councilmember Gray reported he stopped in and was impressed at what a happy group the <br />students were. He stated he noticed everyone was very interested in this course. He thanked the <br />officers and the citizens for taking part in this opportunity. Councilmember Gray stated this was <br />a great course for the first time around. <br />Mayor Faust pointed out Council and the audience saw three diverse multi generational groups <br />recognized. He stated this is not seen everywhere and encourages others to step up to the plate. <br />Mayor Faust stated everyone should be proud of them, as it is not what one is paid for, it is what <br />one does, and the heart and soul that goes into it. Mayor Faust thanked everyone from the <br />bottom of his heart for what they give to the community. <br />CONSENT AGENDA. <br />A. Approving the Ramsey County Score Grant <br />Motion by Councilmember Stille seconded by Councilmember Horst, to approve items B, C, and <br />D of the Consent Agenda. <br />Motion carried unanimously. <br />Motion by Councilmember Horst, seconded by Councilmember Gray, to approve the October 10, <br />2006 Council meeting minutes as slightly amended. <br />4 Ayes, 0 Nays, 1 Abstained ( Stille) Motion carried. <br />PUBLIC HEARINGS. <br />None. <br />REPORTS FROM PLANNING COMMISSION AND STAFF. <br />A. Ordinance 06 -006. Amend Section 1400.07 and Section 1400.12 of the St. Anthony <br />Municipal Code for Electronic Gasoline Signs. <br />Planning Commission Chair Joel Stromgren presented Ordinance 06 -006 to amend chapter 14 of <br />the City Code on signage. He stated the Planning Commission received a request from Mr. <br />Roger Bona, owner of the Mobil Station at 2801 Kenzie Terrace, to amend the code to allow <br />
