Resolution 06 -089, Accepting 2007 Street and Utility Improvement Plans and <br />Specifications Ordering Advertisement for Bids <br />4 Mr. Todd Hubmer, City Engineer, reviewed resolution 06 -089 with the Council. He displayed a <br />5 site map and pointed out the areas designated for improvement in 2007 to include street <br />6 reconstruction, the sanitary sewer system, the water main, and storm sewer in St. Anthony. <br />7 <br />8 Mr. Hubmer indicated the designated areas for improvement include 27`h Avenue NE from <br />9 Stinson Boulevard to Coolidge Street; Paul Avenue from Roosevelt to Wilson Street, Roosevelt <br />10 Street NE north of 27h Street, the alleys between Roosevelt and Wilson Streets, north and south <br />11 of Pahl Avenue, and the alley south of 27°i Street from Stinson Boulevard to Wilson Street. <br />12 <br />13 Mr. Hubmer stated the reconstruction of 39`h Avenue from to Silver Lake Road to the railroad <br />14 tracks on the east would be a complete street reconstruction including the sanitary sewer system, <br />15 water main, and storm sewer. He stated the primary reason is to upsize and increase the capacity <br />16 of the sanitary sewer system to accommodate the Silver Lake Road development project. <br />17 <br />18 Mr. Hubmer reported the reasons for the improvement include the deterioration of street <br />19 pavement, the utilities are 50 years old, reoccurring water main breaks, the deterioration of the <br />20 sanitary sewer system and the development of Silver Lake Village along 39`h Avenue, <br />21 <br />22 Mr. Hubmer reported the 2007 Improvement Plan also includes sidewalks and street lighting <br />23 improvements. Using a site map, Mr. Hubmer pointed out areas of Highcrest Drive from 37'h <br />24 Avenue to 33`d Avenue and Old Highway 8 from 33`d Avenue to 29th Avenue designated for the <br />25 sidewalks and street light project. <br />26 <br />27 Mr. Hubmer stated the sidewalk project is in response to resident concerns and the roadway <br />28 proximity to schools and parks. He indicated the project would provide a nortb/south connection <br />29 on the east side of St. Anthony and fulfill the City's mission for a safe, walkable community. <br />30 <br />31 Mr. Hubmer mentioned the third option for the Opinion of Project Costs includes the Foss Road <br />32 Lift Station and Force Main Improvement with an estimated cost of $1 million. He indicated the <br />33 estimated costs for the street reconstruction at $1.4 million, the sanitary sewer improvements at <br />34 $600,000, the water main improvements at $541,000, the storm sewer improvements at <br />35 $375,000, and the sidewalk, and street lighting improvement at $680,000 for a total anticipated <br />36 cost of $4,616,000. <br />37 <br />38 Mr. Hubmer stated the proposed funding sources for the project include assessments of 35% to <br />39 residents for road, storm sewer, and water connection fees; a 429 Public Improvement Bond; Tax <br />40 Increment Funds (TIF); Water, Sewer, and Storm Water Funds, municipal state aid funds, and <br />41 developer fees. He mentioned the $1.8 million for the Foss Road Lift Station to accommodate <br />42 the Silver Lake Village development have been collected along the way and these funds would <br />43 be part of the formula for improvements in that area. <br />44 <br />45 Mr. Hubmer reviewed the project schedule stating a neighborhood meeting was held on <br />46 November 16, 2006 with the residents along Old Highway 8 and Highcrest on the sidewalk <br />
