City Council Regular Meeting Minutes <br />November 28, 2006 <br />Page 7 <br />1 portion of the project and the residents on the street reconstruction portion of the project. He <br />2 reported favorable results were received from the residents, especially on the sidewalk project. <br />3 He indicated a number of phone calls were received in support of project also. Mr. Hubmer <br />4 explained the plan is to meet individually with residents over the next month on where the <br />5 sidewalk would actually go and to discuss the impact to their individual front yards. He stated <br />6 discussions would also include the placement of streetlights. <br />7 <br />8 Mr. Hubmer stated the plans and specifications were approved on November 28, 2006. He <br />9 indicated bids and computed assessments would be received in December 2006. He mentioned a <br />10 public information meeting is scheduled for January 2007 to discuss the assessment process and <br />11 answer questions. He stated a public hearing would be scheduled in February 2007. Mr. <br />12 Hubmer indicated the plan is to award the bid in February 2007, award the sale of bonds in <br />13 March 2007, and begin construction in May 2007, with final construction or substantial <br />14 construction in November 2007. He stated final paving of asphalt would be held over to June <br />15 2008 <br />16 <br />17 Councilmember Thuesen asked if funding from the Minnesota State Aid (MSA) source is <br />18 currently on hand or if it would come available each year. <br />19 <br />20 Mr. Hubmer replied the City funded a large amount of the reconstruction of 29th and 33rd <br />21 Avenues. He explained MSA is currently reimbursing the City for these funds; therefore, funds <br />22 are available and approved for reimbursement through the State. <br />23 <br />24 Councilmember Stille asked Mr. Hubmer what he anticipated the number of bids would be and <br />25 what the engineer's estimate is based on. <br />26 <br />27 Mr. Hubmer replied the engineer based his estimate on the number of bids received last summer <br />28 and on previous history of St. Anthony. He expressed interest in project is very high stating he <br />29 received four checks so far from interested contractors. <br />30 <br />31 Motion by Councilmember Thuesen, seconded by Councilmember Gray, to Adopt Resolution <br />32 06 -089, a Resolution Accepting 2007 Street and Utility Improvement Plans and Specifications <br />33 and Ordering Advertisements for Bids. <br />34 <br />35 Motion carried unanimously. <br />36 <br />37 C. Resolution 06 -090; Authorizing the Preparation of Plans. Specifications, and <br />38 Advertisement for Bid of the 2007 Water Filtration Plant Improvements. <br />39 <br />40 Mr. Hubmer reviewed the resolution with Council and reported the City received a number of <br />41 complaints from residents regarding discolored water. He explained the excess manganese in the <br />42 City's water supply causes the discolored water. Mr. Hubmer stressed this did not present a <br />43 health concern but it might cause an unpleasant taste, odor, and appearance. <br />44 <br />45 Mr. Hubmer pointed out Staff evaluated a number of ways to remove the manganese from the <br />46 water supply.
