City Council Regular Meeting Minutes <br />November 28, 2006 <br />Page 9 <br />1 Motion by Councilmember Gray, seconded by Councilmember Thueson, to Adopt Resolution <br />2 06 -090, a Resolution Authorizing the Preparation of Plans, Specifications, and Advertisement for <br />3 Bid of the 2007 Water Filtration Plant Improvements. <br />4 <br />5 Motion carried unanimously. <br />6 <br />7 D. Resolution 06 -091; Authorizing Water Resource Management Plan Update <br />9 Mr. Todd Hubmer reviewed Resolution 06 -091 with Council and indicated a meeting was held <br />10 with the Silver Lake Homeowners Association on water quality concerns, erosion and <br />11 construction management in St. Anthony. He reported the current plan is out of date and must <br />12 meet the requirements of Minnesota Rules 8410, the requirements of the Rice Creek Watershed <br />13 District, the MWMO, and as an element of the City's Comp Plan for Metropolitan Council. He <br />14 explained new requirements from the Minnesota Pollution Control Agency (MPCA) and the <br />15 National Pollutants Discharge Elimination System Requirements must be incorporated to meet <br />16 Federal Government requirements of the Clean Waters Act for communities with a population <br />17 over 5,000. <br />18 <br />19 Mr. Hubmer pointed out the project elements include updating City water resource policies, <br />20 reviewing existing ordinances, updating the City water resource CIP, and considering an optional <br />21 Geographic Information System (GIS) mapping system. He explained the GIS is a computer <br />22 technology that combines geographic and other data sources, such as property information, to <br />23 generate visual maps and reports. He stated the GIS would prevent redundancy, increase <br />24 efficiency, and provide better client services. He indicted the GIS would provide users with <br />25 information quickly, streamline record keeping, refurbish reporting systems, streamline <br />26 workflow, and optimize record management. Mr. Hubmer displayed an example of how the <br />27 system would look and how it would be used. <br />28 <br />29 Mr. Hubmer reported the project cost to update the City's Comprehensive Water Resource <br />30 Management Plan is estimated at $26,500. He stated the option GIS system would cost <br />31 approximately $16,500. He stated there is a cost savings because a background inventory is <br />32 done to identify the soils in St. Anthony Village, pollutant controls and locations, hydrologic <br />33 mapping and storm sewer mapping. He indicted this information could be brought into the GIS <br />34 system creating synergy and a cost savings. <br />35 <br />36 Councihnember Thuesen asked Mr. Hubmer if it is common to piggyback the Water Resource <br />37 Management Plan with the Comprehensive Plan. <br />38 <br />39 Mr. Hubmer replied the Metropolitan Council's requirements for the City's Comprehensive Plan <br />40 are much more detailed in the water resource management component than before. He explained <br />41 that previously local water resource management planning was left as oversight to the water shed <br />42 districts and management organizations administered by the Board of Water and Soil Resources. <br />43 He stated the Metropolitan Council and the Minnesota Pollution Control Agency are now <br />44 additional agencies implementing water resource management planning requirements. <br />45 <br />
