City Council Regular Meeting Minutes
November 28, 2006
Page 10
Councilmember Thuesen asked if the Water Resource Management Plan would be revisited
every ten years.
Mr. Hubmer replied it would probably more often than every ten years.
Councilmember Thuesen asked if there is a process to check the GIS system for accuracy once
information is scanned into it.

Mr. Hubmer replied there are two ways to check for accuracy. He mentioned the City constantly
updates its records. He stated there are quality control methods that would be tracked. He
mentioned there have been examples of finding the record plan did not match what was under the
street, and until the street was dug up, there was no way of knowing there was a discrepancy. He
stated this is not uncommon in communities the age of St. Anthony Village.

Mayor Faust commented the Middle Mississippi Watershed would make sure the all plans
coincide with the City's Comprehensive Plan coincide.

Mayor Faust stated he is a proponent of GIS and stated the City could use it for infrastructure
information.

Mr. Hubmer replied it would be used to identify City infrastructures as well as a multitude of
other uses such as I / I records.

Mayor Faust stated for example, changing meters would be included rather than relying on old
records.

Mr. Hubmer replied communities have found unique ways to use GIS. He stated Staff would
receive training on GIS.

Mayor Faust stated he reported last month the Middle Mississippi Water Management
Organization would do water testing; he is not sure how this coincides or if there is any
opportunity to use some of that money to pay WSB.

City Manager Morrison replied Mr. Doug Schneider, MWMO Executive, should be consulted on
that issue.

Mayor Faust mentioned this was discussed at the MWMO Board Meeting because the Rice
Creek Watershed District considers St, Anthony an entity even though it has two watershed
districts.

Mr. Hubmer agreed with the Mayor Faust's comments.

Mayor Faust asked if the assessment records would be there for availability of the City Clerk
when needed.

Mr. Hubmer replied they would.
