City Council Regular Meeting Minutes <br />April 12, 2005 <br />Page 2 <br />Mayor Faust presented a Certificate of Appreciation to the manager. <br />III. CONSENT AGENDA. <br />A. Consider March 22, 2005 Council meeting minutes. <br />B. Consider licenses and permits. <br />C. Consider payment of claims. <br />D. Resolution 05 -032, re: Setting fee for Police Reports. <br />10 Councilmember Gray requested the following change to the minutes of March 22, 2005: add <br />11 Councilmember Gray to the list of present attendees. <br />12 <br />13 Motion by Councilmember Thuesen, seconded by Councilmember Stille, to approve the Consent <br />14 Agenda items. <br />15 <br />16 Motion carried unanimously. <br />17 <br />18 IV. PUBLIC HEARINGS. <br />19 None. <br />20 <br />21 V. REPORTS FROM COMMISSION AND STAFF. <br />22 A. Overview from Hennepin County Commissioner and Metropolitan Council <br />Commissioner. <br />L14 Mark Stenglein, Hennepin County Commissioner, said he was raised in St. Anthony Village. He <br />25 explained the size and scope of Hennepin County is the largest of the seven counties. On a local <br />26 level, he said that St. Anthony is enjoying the larger library. The County Board has a <br />27 commitment of a larger library. He said they are committed to the road system as well. Silver <br />28 Lake Road is in need of maintenance and the plan is to complete a rebuild including new <br />29 underground utilities and fiber optic. He stated they would like to work that into the budget next <br />30 year or the following year. He said he has the support of the County Board. He complimented <br />31 the Council on the old Apache Plaza site. He said the Hennepin County Regional Rail Authority <br />32 bought the right of way near the railroad tracks as a future transit way. <br />33 <br />34 Councilmember Thuesen said that Silver Lake Road is a high priority and that it should be made <br />35 a safe, walk -able area. He said the City would appreciate any help Commissioner Stenglein <br />36 could give. <br />37 <br />38 Commissioner Stenglein said Silver Lake Road is a connector, and had added that he warns cities <br />39 that when the County Engineers come in, their objective is to move traffic as fast as they can. <br />40 The engineers are used to working with rural roads, and will have to understand that this road has <br />41 residences on it. This will be a pedestrian friendly thoroughfare. <br />42 <br />43 Councilmember Thuesen said he is concerned about the potential increase in traffic, and <br />44 indicated the City would want the traffic to be calmed. <br />Yu Mayor Faust thanked Commissioner Stenglein for his encouraging words. He added that putting <br />47 utilities underground and adding fiber optics are leading edge. He thanked the Commissioner for <br />
