He commented that <br />2 railroad right -of -ways cannot be put back when the land is sold. <br />4 Councilmember Lynette Wittsack, Metropolitan Council Commissioner, said she represents a <br />5 small district including the eastern part of Minneapolis and St. Anthony Village. She is married <br />6 to Commissioner Stenglein, and is part of the Environment and Management Committees. She <br />7 said they distribute the Livable Communities grants. She encouraged the City of St. Anthony to <br />8 apply for more grants. She noted they have $15 million to give away annually. She noted St. <br />9 Anthony did apply for the Pollution and Asbestos cleanup grant. She indicated the Local <br />10 Housing Incentive Fund should be applied for. The Development Cleanup Grant application <br />11 deadline is June 30. She said the Metro Council will hold workshops on April 26 and 28 and <br />12 encouraged the City to have a Staff member attend. <br />13 <br />14 Councilmember Wittsack explained she is on the Environment Committee and therefore works <br />15 with environmental services, which are sewers. She said there is 256 million gallons of sewage <br />16 per day, of which St. Anthony contributes only .3% of that. She explained inflow and filtration <br />17 and noted there is a plan to implement a surcharge on cities that have not met INI goals by 2007. <br />18 She explained the sewer water flows to an intercept in Roseville. <br />19 <br />20 Councilmember Wittsack said the Council is taking a vote soon to authorize $1.5 million for the <br />21 Camp Silverwood, formerly the Salvation Army Camp. <br />22 <br />Councilmember Wittsack explained that as Metro Transit faced a huge budget shortfall, the <br />/4 decision was made to reduce service, and increase fare. One route in St. Anthony will be <br />25 eliminated, which is the route that goes from the old Apache Plaza site to Brookdale. <br />26 <br />27 Councilmember Stille commented that five years ago when members from the Council and from <br />28 the Task Force met to plan Silver Lake Village, someone suggested applying for the Livable <br />29 Communities grant. He said that was the jumpstart to what is built. He thanked her for the <br />30 encouragement. <br />31 <br />32 Councilmember Thuesen thanked her for her support regarding Camp Silverwood. He said it <br />33 was well documented that the right thing to do was to keep the area green and offer more <br />34 opportunities for our residents. <br />35 <br />36 Mayor Faust commented that he appreciated her highlighting the grants. He added that the city <br />37 needs a type of reliable transportation. He expressed concern for the potential new employees in <br />38 the new businesses. He said that in regard to the route issues, if the choice was to pay more or <br />39 not have it, people would go for paying more. <br />40 <br />41 Councilmember Wittsack pointed out that when the living areas at Silver Lake Village are <br />42 occupied, there will likely be an increase in ridership. She added that as the needs change, Metro <br />43 Transit will change as well. <br />44 <br />Councilmember Wittsack stated she would leave pamphlets about the public hearings being held <br />o across the city in the Chambers. Mayor Faust noted the pamphlets would be available at the <br />47 front desk of City Hall. <br />
