City Council Regular Meeting Minutes <br />October 11, 2005 <br />Page 3 <br />2 Councilmember Stille noted the second provision on page 15 states the results of the trip will be <br />3 given at the next Council meeting. He suggested it should state within 30 days if it is not <br />4 practical to give the results at the next meeting. Mayor Faust said rather than changing it, we <br />5 have always given reports orally and this should be sufficient. If someone would like to present <br />6 a PowerPoint presentation, an exception could be made. This could be changed over time if it is <br />7 needed. <br />9 Motion by Councilmember Gray, seconded by Councilmember Thuesen, to adopt Resolution 05- <br />10 080, re: Approving Elected Officials Out of State Travel Policy. <br />11 <br />12 Motion carried unanimously. <br />13 <br />14 B. Consider Ordinance 05 -013: Park Dedication Fees (first reading). <br />15 Mr. Mornson reviewed the Ordinance with the Council and indicated that this is amending <br />16 Ordinance Section 1500, Subsection 12. He read the current rates for park dedication fees. He <br />17 said a survey has just been completed, and it showed the City's rates are low. He also noted the <br />18 City does need to enhance its revenue. He recommended the rates be raised to $1,500 /unit for <br />19 single family, $1,800 /unit for duplex, $2,000 /unit for townhouse development, $1,000 for mobile <br />20 home, $1,500 unit for multi family apartment/condo and $4,000 /acre for commercial/industrial. <br />21 He noted these rates are still lower than the metropolitan average. <br />22 <br />23 Councilmember Stille commented that St. Anthony is more in line with the inner ring suburbs. <br />24 The outlying cities that have new parks being built are a different market. This allows us to be <br />25 competitive with our neighbors. <br />26 <br />27 Motion by Councilmember Horst, seconded by Councilmember Stille, to approve the first <br />28 reading of Ordinance 05 -013, re: Amending Section 1500.12 of the City of St. Anthony City <br />29 Code to Include Park Dedication Fees. <br />30 <br />31 Motion carried unanimously. <br />32 <br />33 C. Consider Ordinance 05 -014: Wine and 3.2 Malt Liquor Combination License (First <br />34 Readin . <br />35 D. Consider Ordinance 05 -015 • Fees for Combination Liquor License (First Reading). <br />36 <br />37 Mr. Morrison indicated this Ordinance would allow businesses with an on -sale wine license and <br />38 an on -sale 3.2 malt liquor license to sell intoxicating malt liquor without an additional license. <br />39 Under current liquor legislation, the State of Minnesota allows this special license. He said the <br />40 establishment would need to be in compliance with all provisions stated in Section 1000.12 <br />41 under Section 1000.12 subd. 3 Percentage of Food; businesses would need to abide by the State <br />42 Statute of gross receipts are at least 60% attributable to the sale of food and hold a liquor liability <br />43 insurance policy. The second ordinance would allow the fees for the Combination On -Sale Wine <br />44 and 3.2 Malt Liquor License. <br />45 <br />46 Councilmember Stille clarified that this Ordinance would allow on -sale wine and anything above <br />47 3.2 beer. Mr. Momson responded that it allows any type of beer over 3.2 but no mixed drinks. <br />
