He <br />also asked if removal of the debris on the Hennepin County side might have helped or lessened <br />the impact of the flooding. <br />City Engineer Hubmer stated that they are currently working with the Rice Creek Watershed <br />District as well as County agencies and will be looking at various alternatives. He added that <br />they worked with other government agencies during the 1997 flooding and those agencies may <br />have the ability to assist if public improvements are needed, including the Department of Natural <br />Resources which may have grant mitigation funds available. He indicated that removal of the <br />debris will definitely assist in reducing the occurrence of flooding. <br />Councilmember Jenson requested further information regarding next steps and the timeframe for <br />bringing forth proposals. <br />City Engineer Hubmer replied they anticipate sitting down with City staff sometime in January <br />or February, once the models are run, to look at alternatives and evaluate the likelihood that <br />improvements can be constructed, as well as to review budget parameters, impacts to the <br />community, and available resources. <br />Mayor Faust invited residents to come forward with any questions. <br />Mr. Kevin Young, Mirror Lake Manor resident, appeared before the City Council and asked if <br />build -up of silt in Mirror Pond could have affected its capability to store water. He also <br />questioned whether he should consider rebuilding given the flooding that occurred in 1997 and <br />again in 2011. <br />City Engineer Hubmer stated that the 1997 flooding did not impact the condominium units. He <br />indicated that any decision to rebuild rests with the property owner. He explained that when they <br />look at flood storage capacity, they look at what is available from the bottom of the pipe and <br />Mirror Pond contains a large structure that flows into an 18" culvert that goes under the road. He <br />stated they are currently determining the highest water elevation and as long as silt has not <br />impeded the flow, the flood storage is sufficient. He added that there are a couple of options <br />they will consider, including possibly lowering the normal water elevation or increasing the <br />elevation in the berm to add some additional flood storage and protection. <br />Mayor Faust stated that the City is committed to doing the right thing to prevent this from <br />happening in the future and will garner all available resources to minimize cost to the public. <br />Ms. Myrna Doran, Mirror Lake resident, appeared before the City Council and stated she has <br />lived there since 1974 and they have had many rain events before but the flooding that occurred <br />
