City Council Regular Meeting Minutes <br />October 11, 2011 <br />Page 4 <br />1 on July 16th has never happened before. She hoped that some of the information gleaned from <br />2 this will show what happened and noted that they have been told the water purification plan is <br />3 not the cause. She added that they do not want to go through this again and this is a major <br />4 problem for their condos, especially the twelve owners directly impacted by the flood. <br />5 <br />6 City Engineer Hubmer stated that they are committed to seeing if changes need to occur in the <br />7 watershed and all the cities involved are committed to making sure the system functions as <br />8 intended. <br />10 Ms. Deb Larson, Minor Lake resident, appeared before the City Council and indicated that their <br />11 master policy premium for flood insurance is $45,000 per year. She stated that they received a <br />12 quote of $12,000 per building, so three buildings out of eighteen would be $36,000 and their <br />13 residents cannot afford that. She added they will urge residents to take their own flood insurance <br />14 to cover their losses, but the twelve property owners most impacted are looking at $30,000 out - <br />15 of- pocket because they had no flood coverage. <br />16 <br />17 Ms. Stephanie Roepke, 3901 Foss Road, appeared before the City Council and stated that she <br />18 previously asked about the City offering low interest loans to residents and asked if this is <br />19 something that would be available. <br />20 <br />21 Mayor Faust explained that the only thing available would be a Housing Improvement Area for <br />22 the condos that would provide funding for improvements to the common areas. He added this <br />23 would be a decision for the homeowner's association. <br />24 <br />25 Ms. Mary Lynn Waterhouse, Minor Lake resident, appeared before the City Council and <br />26 requested clarification of City Engineer Hubmer's statement that the Minor Lake property is at <br />27 the head of the system. <br />28 <br />29 City Engineer Hubmer explained that Mirror Pond itself overtopped, upstream from the condos, <br />30 and contributed water at an uncontrolled rate to the 48" pipe under the railroad tracks and could <br />31 have caused flooding. He added that the water along Highway 88 might also have backed up and <br />32 they are currently reviewing this to see how the system should have performed and where the <br />33 problem was that led to the flooding. He indicated if the problem was just rainfall, they can look <br />34 for a location to store this water in the future, similar to Silver Point Park. <br />35 <br />36 Ms. Deb Larson, Mirror Lake resident, appeared before the City Council and noted that <br />37 witnesses said when Foss Road flooded, Mirror Lake was at its normal level and when Foss <br />38 Road receded, Mirror Lake flooded. She felt that Mirror Lake might have contributed but it was <br />39 after the fact. <br />40 <br />41 Mayor Faust stated it is important to let the science and engineering lead the efforts in fixing the <br />42 problem and these efforts will take time.
