City Council Regular Meeting Minutes <br />June 14, 2011 <br />Page 2 <br />2 V. REPORTS FROM COMMISSION AND STAFF. <br />None. <br />VI. GENERAL BUSINESS OF COUNCIL. <br />8 A. Resolution 11 -036; Ordering Preparation of Feasibility Report for the 2012 Street and <br />9 Utility Improvement. Todd Hubmer, WSB & Associates, presenting, <br />10 <br />11 City Engineer Hubmer presented the proposed Resolution ordering the preparation of a <br />12 feasibility report for the 2012 street and utility improvement project. He provided background <br />13 regarding how streets are selected, including existing utility deterioration and pavement <br />14 condition. He indicated that the 2012 project will include reconstruction of the water main and <br />15 sanitary sewer line, and represents an extension of the improvement project being undertaken <br />16 this summer. He then reviewed the project schedule noting that substantial completion of <br />17 construction is expected in October 2012. He advised that most of the City's streets were built in <br />18 the early 1960s and the City has attempted to utilize a consistent approach in its street and utility <br />19 improvement projects in order to protect the City's investment in its infrastructure and to avoid <br />20 issues with water main breaks. <br />21 <br />22 Councilmember Jenson asked if the street and utility improvement plan has been looked at to <br />23 ensure that the sequence chosen for projects is the best sequence overall. <br />24 <br />25 City Engineer Hubmer replied in the affirmative and stated that the water mains have become <br />26 very brittle over time and the replacement materials being used are much more flexible and move <br />27 with the soil. <br />28 <br />29 Mayor Faust stated that the City's philosophy has been to take care of its infrastructure and <br />30 residents accept the fact that their roads will need to be reconstructed. He asked if a schedule <br />31 and map of the City's street improvement projects is available for viewing at City Hall. <br />32 <br />33 City Engineer Hubmer agreed to have a schedule and map available at City Hall and on the <br />34 City's website. <br />35 <br />36 Councilmember Stille suggested that the map include a disclaimer that the plans are subject to <br />37 change. <br />38 <br />39 Motion by Councilmember Stille, seconded by Councilmember Roth, to approve Resolution 1I- <br />40 036; Ordering Preparation of Feasibility Report for the 2012 Street and Utility Improvement. <br />41 <br />42 Motion carried unanimously. <br />43 <br />44 B.
