City Council Regular Meeting Minutes <br />June 14, 2011 <br />Page 3 <br />I City Engineer Hubmer presented an update on the status of the 2011 street and utility <br />2 reconstruction project, the 2010 street and utility reconstruction project, and the Rice Creek <br />3 Watershed Grants. He noted that the 2012 project will require the City to secure permits from <br />4 Rice Creek Watershed District for reconstruction of the roadway and advised that the City has <br />5 received two $50,000 Urban Cost Sharing Grants from Rice Creek Watershed District for <br />6 construction of a biofiltration system in Central Park and construction of an alum treatment <br />7 system at Salo Park. He explained that the biofiltration system will treat the run -off from the <br />8 parking lot behind the fire station, the lower parking lot at the high school, the interior trails, and <br />9 run -off from the fields before heading downstream into Mirror Lake. He added that the <br />10 biofiltration system will capture and treat this water through the filtration system, removing 70% <br />11 of suspended solids. He stated that the alum treatment system will help to remove phosphorous <br />12 from the holding ponds and help to meet the TMDL requirements for Silver Lake as required by <br />13 the Pollution Control Agency. He added that these two projects will be important for garnering <br />14 credits and meeting the permitting requirements of Rice Creek Watershed District in the future. <br />15 <br />16 City Engineer Hubmer advised that the 2010 street and utility reconstruction project on Silver <br />17 Lane is nearing completion and final striping should be completed this week. <br />18 <br />19 City Engineer Hubmer stated that the 2011 street and utility reconstruction project is moving <br />20 along despite the significant amount of rain this spring. He expressed the City's appreciation to <br />21 residents for their patience given the difficulties experienced with getting in and out of their <br />22 driveways during construction. <br />23 <br />24 City Engineer Hubmer indicated that the City is also working with the MWMO to determine if <br />25 funding is available to reduce the City's load going into the Mississippi River from the south end <br />26 of the City. <br />27 <br />28 C. Ordinance 2011 -03; Amending the Building Permit Fees as stated in the Minnesota State <br />29 Statute 326B.153. (second readingl <br />30 <br />31 City Manager Morrison presented the proposed Ordinance Amending the Building Permit Fees <br />32 as stated in Minnesota State Statute 326B.153. He advised that the only change from the first <br />33 reading is the deletion of the language "as stated in Minnesota State Statute 326B.153" from the <br />34 heading of the ordinance. <br />35 <br />36 Motion by Councilmember Gray, seconded by Councilmember Stille, to approve the Second <br />37 Reading of Ordinance 2011 -03; Amending the Building Permit Fees as stated in the Minnesota <br />38 State Statute 326B.153. <br />39 <br />40 Motion carried unanimously. <br />41 <br />42 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />43 <br />44 City Manager Morrison reported on the following: <br />45 • The June 28th City Council agenda includes ten items, including issues related to the <br />46 Zoning Ordinance, the Police Contract, and an audit presentation. <br />
