He stated that utility replacement is given highest priority when selecting a
project and the area around Belden and Coolidge has had a number of water main breaks. He
added that the City also does not want to have construction traffic over a recently reconstructed
street, which will mean that the 2012 project will have an entrance route on 36'h Avenue and the
City will then redo 36'h Avenue when construction is complete without damaging any new roads.
Councilmember Roth asked about the City's alleyways and the standards used in construction of
those alleyways. He also expressed concern about garbage haulers and stated it was his
understanding that the haulers agreed they would not enter the alleyways with loaded trucks.
City Engineer Hubmer stated that there are design issues with the alleys because they are not
designed to the same level as the streets, they are very flat with poor drainage, and some will
decay sooner than the roadways.
City Manager Mornson stated that the haulers agreed not to enter the alleys with loaded trucks;
in addition, the haulers are using smaller trucks in some cases.
City Engineer Hubmer added that the City has applied for a 319 grant to remove phosphorous
and pollutant loads to Silver Lake and improve Salo Park pond, which will help the City get into
TMDL compliance. He noted that the City already has $50,000 from Rice Creek Watershed
District for this project.
REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.
Councilmember Roth reported on his attendance at the May 5 North Suburban Cable
Commission meeting.
