Resolution 16 -061: a Resolution Receiving Feasibility Report and Ordering Plans and <br />Specifications for the 2017 Street and Utility Improvements <br />City Engineer Todd Hubmer reviewed the 2017 Street and Utility Improvement Project includes <br />reconstruction of the following streets: <br />9 • Penrod Lane from 36`h Avenue NE to Skycroft Drive <br />10 • Skycroft Drive from Penrod Lane to Maplewood Drive <br />11 • Maplewood Drive from Skycroft Drive to Highcrest Road <br />12 • Chelmsford Road from 36h Avenue NE to Maplewood Drive <br />13 • Mill and overlay of Silver Lake Court from Silver Lane to cul -de -sac. <br />14 <br />15 Mr. Hubmer indicated the area of the project in red on the drawing and stated the sanitary sewer <br />16 system improvements also on the drawing. Meters have been installed and flow will be <br />17 monitored. Water system improvements and drainage improvements will also be done. The <br />18 streets to be reconstructed were indicated on a drawing. The total cost of the project is <br />19 $3,010,400 including all proposed improvements. Funding sources will be by special assessment <br />20 and 429 Public Improvement Bonds. Mr. Hubmer indicated on the drawing the assessed parcels. <br />21 The project schedule was reviewed and includes the first public informational meeting <br />22 (September 2016), Council approval of plans (December 2016), to receive bids /compute <br />23 assessments (January 2017), second public informational meeting (February 2017), and public <br />24 hearing/award contract (March 2017). Construction will begin shortly thereafter. Residents can <br />25 sign up to receive weekly email updates and notification regarding the 2017 Street and Utility <br />26 Improvement Project by visiting the webpage located under Community Projects on the City's <br />27 website. <br />28 <br />29 Councilmember Stille asked Mr. Hubmer to elaborate on the methodology for the timing on the <br />30 schedule. Mr. Hubmer stated they try to get their projects out forbid to the contractors in <br />31 December in order to obtain very competitive bids. Councilmember Stille asked how successful <br />32 re- seeding of the grass was last year and Mr. Hubmer stated they use a blown in seed - compost <br />33 mixture and it has been well received. <br />34 <br />35 Councilmember Jenson asked Mr. Hubmer to describe the infrastructure below the roads. The <br />36 streets were constructed in 1960 and currently the sanitary sewer has clay pipes which have <br />37 joints. The joint material does decay over time and becomes very brittle and cracks. The new <br />38 materials are PVC pipes which will last up to 100 years. The water main is currently iron and <br />39 there have been a lot of water main breaks. As it is replaced, it will be wrapped in plastic for <br />40 additional protection and expected to last up to 100 years. <br />41 <br />42 Mayor Faust stated this is the first meeting of seven meetings. <br />43 <br />44 Motion by Councilmember Stille, seconded by Councilmember Brever, to approve Resolution <br />45 16 -061: a Resolution Receiving Feasibilityeport and Ordering Plans and Specifications for the <br />46 2017 Street and Utility Improvement Project. <br />
