City Council Regular Meeting Minutes <br />August 23, 2016 <br />Page 3 <br />Motion carried 5 -0 <br />B. Resolution 16 -062, a Resolution Awarding a Bid for the Mirror Lake Storm water <br />Quality Improvements <br />7 City Engineer Todd Hubmer reviewed this resolution to award the contract for the Mirror Lake <br />8 storm water improvement project to the lowest bidder. A tabulation of these bidders, as well as <br />9 the low bidder of Sunram Construction with a bid amount of $856,950 was presented for Council <br />10 consideration. <br />11 <br />12 Mr. Hubmer provided a summary of the lake history and background studies stating Mirror Lake <br />13 was constructed by St. Anthony in 1962. The Rice Creek Watershed District (RCWD) was <br />14 founded in 1972. There is a cooperative agreement between RCWD, the City of New Brighton, <br />15 and St. Anthony. No easement acquisitions were needed as part of the project. In 2011, there was <br />16 a super storm which dropped over 7 inches of rain in 4 hours. Improvements at Mirror Lake <br />17 would provide flood protection to residents. Mr. Hubmer stated St. Anthony worked with RCWD <br />18 on obtaining a $3.OM targeted Watershed Demonstration Grant from BWSR Clean Water Fund <br />19 in 2014. <br />20 <br />21 Mr. Hubmer indicated the existing conditions of Mirror Lake. The concept plan includes <br />22 excavating the lake, replace the outlet structure, construct flood control berm and stabilize <br />23 shoreline. <br />24 <br />25 Mr. Hubmer reviewed the project benefits including reducing phosphorus loadings and algae <br />26 blooms in Mirror Lake and downstream, increased flood storage from 46 to 83 acre -feet, <br />27 improve public safety, and to improve aquatic and near -shore wildlife habitat. An estimated 125 <br />28 trees will be planted as part of final restoration along with plantings of native pollinator mix. <br />29 <br />30 Mr. Hubmer stated Sunram Construction, Inc. was the lowest responsive, responsible bidder at <br />31 $856,950. The contractor is confident with their pricing. <br />32 <br />33 Councilmember Brever asked if the City has worked with Sunram Construction previously and <br />34 Mr. Hubmer stated Sunram has not worked in St. Anthony but Mr. Hubmer has worked with <br />35 them in other cities and they are a reputable contractor. They do a lot of environmental type <br />36 work. <br />37 <br />38 Councilmember Stille stated five years ago there was ankle deep water in these residences. The <br />39 model took time to run and this produced the plan to fix the problem. Thanks were given to <br />40 Mayor Faust for stepping in and working hard on this project. <br />41 <br />42 Councilmember Gray asked how the budget is affected since the bid from Sunram came in so <br />43 low. Mr. Hubmer stated the budget has been adjusted to reflect the bid. There is $150,000 in <br />44 savings. <br />45 <br />46 Councilmember Jenson asked who else is involved in the Rice Creek Watershed District and Mr. <br />47 Hubmer stated it includes St. Anthony, New Brighton, and other communities in Anoka County, <br />
