She indicated Staff was contacted on April 27, 2007 regarding <br />an application to install a monopole cell phone tower. She stated the applicant was informed that <br />a concept review would be held on May 15, 2007 with a Public Hearing at the June 2007 City <br />Council meeting. Assistant City Manager Moore-Sykes informed the Commission this is in a <br />commercially zoned district. <br /> <br />Assistant City Manager Moore-Sykes reported Mr. Christopher Traiser, subcontractor for T- <br />Mobile Cell Phone Company, contacted Staff to determine the City’s requirements to install a <br />monopole cell phone tower at 2900 Pentagon Drive NE, St. Anthony Shopping Center. She <br />stated Mr. Traiser submitted a site plan for the replacement of the monopole cell phone tower <br />and contacted Mr. Al Esther for his approval regarding its installation at the shopping center. <br /> <br />Assistant City Manager Moore-Sykes reported the City’s Zoning Ordinance permits locating a <br />monopole antenna in a commercial district with a Conditional Use Permit and outlines the <br />various requirements and regulations for the installation of a monopole cell phone tower and <br />supporting equipment. She stated Staff faxed Mr. Traiser information regarding the submittal of <br />a Conditional Use Permit application and the approval process and timelines. <br /> <br />Assistant City Manager Moore-Sykes stated that according to the site plan, it appears the <br />monopole cell phone tower is approximately 294 feet from the closest residential structure at 27th <br />Avenue and Kenzie Terrace and is approximately 60 feet in height. She explained the City’s <br />ordinance limits antenna heights to 75 feet or five feet higher than the structure to which the <br />antenna is attached. <br /> <br />Mr. Chris Traiser, T-Mobile Communications, commented he appreciated Staff’s assistance and <br />thanked the Planning Commission for allowing him to speak. Mr. Traiser displayed the site plan <br />and pointed out the location of the monopole antenna and equipment. <br /> <br />Chair Stromgren pointed out specific landmarks such as the optical office to the south, the new <br />strip mall with Snyder's Drug on the corner across the alley, and Kenzie terrace to the left. <br /> <br />Commissioner Galyon asked Mr. Traiser to speak to the 40-mile radius, the pole, and <br />background. <br /> <br />Mr. Traiser replied he was tasked to locate a suitable site for the pole. He commented the Mr. <br />Esther, owner of the mall, was open to the option of putting a new pole at the mall. He stated <br />the radio frequency engineers ultimately chose the site, as it would provide the best coverage. <br /> <br />Chair Stromgren asked about the pole finish. <br /> <br />Mr. Traiser replied it is a hot dipped galvanized steel pole with a dull gray luster. <br /> <br />Commissioner Galyon asked about a fence and the height and material.
