She reported that Mr. Clarence Ranallo, <br />Association Board President and Don Miller, resident of Kenzington Terrace met with Staff to <br />review the possibility of adding parking spaces to the current parking area of the housing <br />complex at 2601 Kenzington terrace. She pointed out the location on a site plan. <br /> <br />Assistant City Manager Moore-Sykes stated the Kenzington hopes to complete the overall <br />parking plan over time. She stated Staff found, upon review of the property filed, it was <br />determined that the Kenzington was zoned as a Planned Unit Development and included a Final <br />Development Plan that included a parking plan approved in 1984/85. She stated changes to <br />approve the final development plan are required to be presented at a public hearing through an <br />amendment process. She stated the City Ordinance, Section 1655.09, Control of PUD Following <br />Completion, Subd. 2. Changes After Issuance of Certificate of Occupancy, (c), states changes in <br />the use of the common open spaces may be authorized by an amendment to the Final <br />Development Plan by the City Planning Commission after a public hearing as provided by <br />Section 115 of the Code. <br /> <br />Assistant City Manager Moore-Sykes stated that once the recommendation is voted on by the <br />Planning Commission it would be forwarded to the City Council for approval. She reported Mr. <br />Ranallo submitted an application for the amendment to the Kenzington Parking Plan of the Final <br />Development Plan to allow for the addition of approximately 30 parking spaces. She reported <br />the Kenzington was built with less than two parking spaces per unit as it was thought it would be <br />occupied by retired or soon to be retired individuals. She stated many residents have chosen to <br />continue working or retain two vehicles. <br /> <br />Assistant City Manager Moore-Sykes commented Mr. Ranallo informed Staff the additional <br />parking spots could be used for social events or family visits. She indicated Mr. Ranallo <br />reported the neighboring property owner has generously allowed residents to park in his lot; <br />however, this could change without notice if the neighbor decided to sell the lot or due to <br />changing needs of the business owner. <br /> <br />Assistant City Manager Moore-Sykes indicated the Kenzington plans to add parking spaces over <br />time and as funds are available to the Board. She commented the Board plans to construct <br />parking along the alley on the north side of the property as the City would be doing a <br />reconstruction project in that area. She stated the Kenzington would get a bid as part of that <br />reconstruction process after the parking plan is approved by the City. <br /> <br />Mr. Ranallo addressed the Planning Commission and stated the parking spaces are needed. He <br />reiterated these would be done over time and that it is a good idea to do this during the City <br />reconstruction project. He provided photos of the proposed lighting for the parking area. <br /> <br />Mr. Don Miller, Building and Grounds Committee Chair, stated if this is approved, they would <br />go out for bids. <br /> <br />Commissioner Galyon commented Assistant City Manager Moore-Sykes indicated the plan is to <br />allow for an additional 30, however, the plan indicates 26.
