She stated that <br />in the early 1990s, State law was adopted that required municipalities to do or redo their land use <br />plans, with updates to be done every ten years. She reported the City of St. Anthony completed <br />its updated comprehensive land use plan in 1998. <br /> <br />Assistant City Manager Moore-Sykes explained the purpose of the comprehensive land use plan <br />is to both protect all those tangible and intangible characteristics that contribute to the <br />community’s uniqueness and to manage the change and on-going development that keeps the <br />community vibrant. She reported the 2008 Comprehensive Plan is the by-product of a year long <br />effort on the part of residents, staff, and consultants that came together as a task force to review <br />what had been done, what is happening now, and what the City’s future response would be. <br /> <br />Assistant City Manager Moore-Sykes stated the City began planning for this update in 2006. <br />She commented that Mr. William Weber, McCombs Frank Roos, and Associates, was selected at <br />that time through a RFP process to facilitate the update project and provide technical support to <br />the task force. She stated representatives from SANB School Superintendent, Rice Creek <br />Watershed District, and the Middle Mississippi Watershed Management Organization were <br />invited to the task force meetings. She reported the task force had its first meeting in May 2006 <br />and continued to meet throughout the summer, reviewing land use and development issues <br />within the City, answering questions, considering ideas, and working with Mr. Weber to <br />complete the comp plan update. She stated that on November 8, 2006, the City held an open <br />house, providing the community with an opportunity to review the proposed draft of the <br />comprehensive land use plan update. <br /> <br />Assistant City Manager Moore-Sykes stated that after the open house, the City had a public <br />hearing as a formal review of the draft update by the public, the Planning Commission, and the <br />City Council in preparation of submitting it to the surrounding cities, the school district, the <br />watershed organizations, and the counties as required by law for review and comment. She <br />explained these agencies had six months for this review and the review period expired on July 2, <br />2007. She indicated the City is now required to submit the draft land use update with its <br />preliminary approval and received comments to the Metropolitan Councils for that agency’s 120- <br />day review period. She confirmed that public notice for the public hearing of the draft 2008 <br />Comprehensive Plan Update was published in the St. Anthony Bulletin on June 27, 2007 <br /> <br />Mr. Weber stated this is the third time he has worked on the St. Anthony Comprehensive Plan. <br />He reported the plan was circulated to adjacent communities and returned with no recommended <br />changes. He noted that, because St. Anthony is a fully developed community, any changes in <br />land use would come in the form of redevelopment. He identified recommended changes <br />regarding land use located in the southwest area of the City to a mid to high density housing <br />complex. Mr. Weber mentioned the recommended land use for the nearby shopping center <br />change to a mixed retail, service, and multi-family housing development, should the owners <br />decide to make the changes. <br />
