He stated the City <br />Engineering consultant is preparing and update to the Surface Water Management Plan, which <br />could be incorporated into the Comprehensive Plan. <br /> <br />Mr. Weber commented the plan acknowledges changes for Silver Lake Boulevard. He stated the <br />plan identifies a slightly larger forecast for households and a slightly higher number of residents <br />than predicted by the Metropolitan Council for 2030. He explained this is due to the recent <br />redevelopment of Silver Lake Village and the potential redevelopment of the southwestern <br />section of the City. He reported Metropolitan Council accepted the higher numbers. He stated <br />the plan is consistent with the Metropolitan Council’s vision for St. Anthony to build and sustain <br />a healthy community. <br /> <br />Chair Stromgren questioned whether there are opportunities to make changes even though the <br />Comp Plan was approved by the Council. <br /> <br />Mr. Weber replied there are opportunities prior to make changes up to the time the City Council <br />adopts the plan and a public hearing is held. <br /> <br />Mr. Weber stated the owners of the mobile home park and the shopping center are supportive of <br />the comp plan. <br /> <br />Chair Stromgren noted reference to the railroad right of way at 88th is now a bike path – this <br />needs to be updated. <br /> <br />Mr. Weber noted the trail system would eventually connect Shoreview, Vadnais Heights, White <br />Bear Township, Washington County, and continuing on to Duluth. <br /> <br />Chair Stromgren referenced page 29 and noted clarification is needed to the paragraph. <br /> <br />Mr. Weber stated it is recommended that the City work with the County to rebuild Kenzie <br />Terrace. He indicated that change could be supportive of two land use changes that could occur <br />to the north and south. <br /> <br />Mr. Weber stated the City might be interested in working with the residents, the shopping center <br />owner, and the mobile home park owner to show how buildings, transportation, and landscaping <br />could be arranged. He commented the Shopping Center owner has no future plans for <br />redevelopment; however, the mobile home park owner has actively studied the options. <br /> <br />Commissioner Goodwin referenced page 1-20, table 24, and asked about the jump in poverty <br />increases. She is concerned about changes in poverty in the community. She referenced the <br />Mobile Home Park includes individuals living at the poverty level. She asked if a mixed income <br />development has been considered for that area.
