Monopole Antenna at St. Anthony Shopping Center 2 <br />3 <br />4 <br />5 <br /> <br />These items were removed from the agenda. <br /> <br />3. 2601 Kenzie Terrace Parking Variance Request 6 <br />7 <br />8 <br />9 <br />10 <br />Assistant City Manager Moore-Sykes reported she met with Mr. Clarence Ranallo, former <br />Mayor of St. Anthony, and resident of Kenzington Terrace to review the possibility of adding <br />parking spaces to the current parking area of the housing complex. She stated Staff found that <br />upon review of the City’s Ordinance, it was determined that the Final Development Plan, <br />approved in 1984/85, at Section 1655.09, Control of PUD Following Completion, Subd. 2. 11 <br />Changes After Issuance of Certificate of Occupancy, (c), Changes in the use of the common <br />open spaces may be authorized by an amendment to the Final Development Plan by the City <br />Planning Commission after a public hearing as provided by Section 115 of the Code. <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />29 <br />30 <br />31 <br />32 <br />33 <br />34 <br />35 <br />36 <br />37 <br />38 <br />39 <br />40 <br />41 <br />42 <br />43 <br />44 <br />45 <br /> <br />Mr. Ranallo reported the main reason Kenzington Terrace was built was to have older residents <br />have a place to move so families with children could move into the homes. He stated there are <br />150 one and two bedroom units with 140 underground parking spaces and 12 outside open <br />parking spaces. Mr. Rana1lo indicated each resident needs two garage spaces. He introduced <br />Mr. Don Miller and reported that Mr. Miller has been working hard putting a parking plan <br />together. <br /> <br />Mr. Don Miller explained the parking plan to the commission. He stated he is trying to squeeze <br />as much parking in front of the building as possible as most residents prefer the front of the <br />building to the alley. He stated 16 spaces could be added to the alley and a sidewalk leading to <br />the front of the building would be added. Mr. Miller explained trees would be removed and <br />lighting added. <br /> <br />Chair Stromgren asked if the spaces would be assigned to residents or used for guests. <br /> <br />Mr. Ranallo replied the spaces would not be reserved so residents and visitors could use them. <br />He mentioned there are about 185 residents of Kenzington Terrace. <br /> <br />Commissioner Galyon asked if the only access to the building was in the front. <br /> <br />Mr. Ranallo replied there is a back entrance that accesses the garages, but residents & visitors <br />would have to walk through the garage. <br /> <br />Chair Stromgren stated the ratio is currently about 1:1 ration and a 1.5:1 is being requested. <br /> <br />Commissioner Heinis asked about putting parking spaces adjacent to the alley. Mr. Ranallo <br />replied the area adjacent to the alley is currently grass. He stated that the alley is scheduled to be <br />reconstructed they would like to ask the contractor to do the alley and parking spaces at the same <br />time. <br />
