Resolution 16 -078, A Resolution Rejecting All Bids for the Highway Safety <br />Improvement Program Project. <br />4 City Engineer Todd Hubmer presented a resolution rejecting all bids received for Highway <br />5 Safety Improvement Program (HSIP) Project. A tabulation of the bids was provided for Council <br />6 review. The bids received exceeded the engineer's estimate by $332,247.30 or 52.36 %. Mr. <br />7 Hubmer discussed the bids with City staff and it is recommended Council reject the bids, revise <br />8 the plans, and re- solicit bids in December to reduce the size of the project to better align with the <br />9 available funding. The recommendation has been discussed with MnDOT Federal Aid, Hennepin <br />10 County, and Ramsey County and they all acknowledged that delaying the construction until <br />11 spring will have no effect on funding commitments to the project. <br />12 <br />13 Councilmember Stille asked which elements are being taken out of the project. Mr. Hubmer <br />14 stated there would be some changes to some intersections and two would be removed from the <br />15 project. <br />16 <br />17 Mayor Faust asked about sodding/seeding along Stinson and Mr. Hubmer stated once the <br />18 sidewalk is in, the contractor would seed the grass along the sidewalk. <br />19 <br />20 Motion by Councilmember Jenson seconded by Councilmember Brever, to approve Resolution <br />21 16 -078: A Resolution Reiectine all Bids for the Highway Safety Improvement Pro ram Project <br />22 <br />23 Motion carried 5 -0. <br />24 <br />25 B. Ordinance 2016 -05 an Ordinance Amending Chanter 33 and Chapter 91 to Remove the <br />26 Dog Licensing Requirement — I" of 3 reading <br />27 <br />28 City Manager Casey reviewed Minnesota Statute 346.52 allows local governments to impose an <br />29 identification or rabies control program. Hamline University Students conducted research of the <br />30 City of St. Anthony's dog licensing program. During their research, they found that statistically <br />31 St. Anthony licenses less than 10% of dogs potentially living in the city. Amending the City <br />32 Code will remove the requirement of licensing dogs; however, the requirement of rabies <br />33 vaccinations will remain. This Ordinance will amend Chapters 33 and 91 of the City Code. <br />34 <br />35 Councilmember Stille stated the dog licenses are public information and why have a list of all <br />36 dogs in town available to the public. <br />37 <br />38 Ms. Nancy Robinett, 3408 3151 Avenue NE, asked if animal control is a City or County function. <br />39 Mayor Faust stated it is a City function. Ms. Robinett is concerned if a dog is lost or bites <br />40 someone who handles it. Mayor Faust stated the police would handle that matter. <br />41 <br />42 City Manager Casey noted the microchip technology has been very effective in identifying the <br />43 dogs. <br />44 <br />45 Motion by Councilmember Stille seconded by Councilmember Gray, to hold First Reading of <br />46 Ordinance 2016 -05 Amending Chapter 33 and Chanter 91 to Remove the Dog Licensing <br />47 Requirement. <br />
