EAST METRO S.W.A.T. SUMMARY <br />Prepared by Sergeant Jon Mangseth <br />The 2007 calendar year was marked by positive <br />growth and change for the St. Anthony — Roseville <br />Tactical Response Unit (TRU). In April of 2007 <br />the City of New Brighton Police Department took <br />an active role with the TRU team by attaching <br />three Officers to the unit. In November of 2007 <br />the North Saint Paul Police Department made the <br />decision to join the team and is currently in the <br />beginning stages of selecting Officers. <br />The St. Anthony Police Department remained committed to three Officers <br />attached to the team, while the Roseville Police Department has eight <br />Officers and one Lieutenant attached to the team. The team currently has a <br />combined strength of 15 Tactical Operators. Up to four Officers from North <br />Saint Paul will join the team in 2008 once the selection process and Tactical <br />SWAT training is completed. With the additional jurisdictions, the team <br />changed its name to the East Metro SWAT Team. A new uniform patch was <br />designed and implemented to reflect the new multi jurisdictional <br />responsibility the team now has. <br />Officer Mark Dokken, Officer Michael Huddle and Sergeant Jon Mangseth <br />combined for a total of 317 hours of training with the team in 2007. Officer <br />Dokken attended a Live Fire Shoot House Instructor training course which <br />incorporated real life dynamic firearms shooting in an indoor environment. <br />Officer Huddle attended a 2 day VIP training course which focused on <br />personal escort protection. Sergeant Mangseth attended a Tactical <br />Breaching course which offered training in manual, mechanical and firearms <br />breaching entry methods for tactical applications. Officers attended monthly <br />5 hour training sessions. The training is scenario based and conducted by <br />individual team members. The training is devised to simulate real life <br />encounters the team may face in a tactical environment. <br />The highlight of this year's training was a 5 day mandatory training exercise <br />at Fort Ripley, outside of Little Falls, Minnesota. The team took full <br />advantage of the training facilities that the U.S. Army has to offer such as: <br />the non automated and automated firearms shooting ranges, a walk through <br />1-F3 <br />
