City Finance Director Shelly Rueckert reviewed at the July 29, 2016 work session, the City 1 <br />Council and Staff reviewed the 2017 Road Improvements and 2017 Debt Levy. The 2017 2 <br />Preliminary Levy and 2017 General Fund Budget were reviewed at the August 1, 2016 work 3 <br />session. The 2017 – 2033 Capital Improvement Budgets were reviewed at the October 31, 2016 4 <br />work session. Public meetings were held April 26, 2016, August 23, 2016, and September 13, 5 <br />2016, for public input on the budget process. Ms. Rueckert reviewed the 2017 Budget 6 <br />Parameters: 7 <br />• City revenues budgeted using current run rates for sources that are subject to trends and 8 <br />conservative baseline estimates for re-occurring aids and charges for services. 9 <br />• Expenses budgeted at amounts that will maintain present level of City services. 10 <br />• Liquor transfers are based on current operating results (phased in adjustment completed 11 <br />in 2017 levy period). 12 <br /> 13 <br />Ms. Rueckert reviewed the General Fund Levy, Levy Increase by Fund Type, 2017 General 14 <br />Fund Revenues and 2017 General Fund Expenditures. The 2017 Budget Cost Drivers included 15 <br />personnel costs, contracted services, property and liability insurance costs, pass through costs, 16 <br />remaining budget line items combined and revenue reductions in tax, increment collections, fund 17 <br />transfers, and reimbursed costs for an overall reduction of $88,894. The 2017 Proposed Levies, 18 <br />Taxing Jurisdictions in St. Anthony, 2017 Property Tax Distribution, Property Taxes 2017, 19 <br />Distribution of City Taxes, and Issuance of Debt/Levy Impact were presented. The General Fund 20 <br />Levy supports Administration, Police, Fire, Public Works, Finance and Parks. The 2017 average 21 <br />homeowner will pay $948.84 (for a home valued at $260,000) for the General Fund Levy. The 22 <br />Grants/Donations – Partnerships were reviewed. Since 1999 the City has received $31,627,561 23 <br />in grants/donations – partnerships. 24 <br /> 25 <br />Ms. Rueckert presented a summary of the 2017 Budget: 26 <br />• General fund levy totals - $3,573,493 27 <br />• Personnel costs up 2.22% - 72% of General Fund expenditures 28 <br />• Increased CIP levy by $152,210 – Planned transition of liquor transfer - $77,210, added 29 <br />support for equipment replacement - $75,000 30 <br />• Increase in all levies totals $399,973 or 6.61% 31 <br /> 32 <br />Councilmember Stille asked City Manager Casey about the Issuance of Debt/Levy Impact slide 33 <br />where the sidewalk on south side of 37th Avenue from Stinson Boulevard NE to Highcrest Road 34 <br />was mentioned. It was noted these funds were borrowed. Mr. Casey stated the bids received were 35 <br />not satisfactory and rejected. The plan is to go out for bids in January when the monies will be 36 <br />used once the contracts are awarded. 37 <br /> 38 <br />Mayor Faust closed the public hearing at 7:17 p.m. 39 <br /> 40 <br />Motion by Councilmember Stille, seconded by Councilmember Gray, to approve Resolution 16-41 <br />089; a Resolution setting the Final 2017 Tax Levy and General Operating Budget for the City of 42 <br />St. Anthony Village. 43 <br /> 44 <br />Motion carried 5-0. 45 <br /> 46 <br />2
