City Council Regular Meeting Minutes <br />December 13, 2016 <br />Page 2 <br />1 City Finance Director Shelly Rueckert reviewed at the July 29, 2016 work session, the City <br />2 Council and Staff reviewed the 2017 Road Improvements and 2017 Debt Levy. The 2017 <br />3 Preliminary Levy and 2017 General Fund Budget were reviewed at the August 1, 2016 work <br />4 session. The 2017 — 2033 Capital Improvement Budgets were reviewed at the October 31, 2016 <br />5 work session. Public meetings were held April 26, 2016, August 23, 2016, and September 13, <br />6 2016, for public input on the budget process. Ms. Rueckert reviewed the 2017 Budget <br />7 Parameters: <br />8 • City revenues budgeted using current run rates for sources that are subject to trends and <br />9 conservative baseline estimates for re- occurring aids and charges for services. <br />10 • Expenses budgeted at amounts that will maintain present level of City services. <br />11 • Liquor transfers are based on current operating results (phased in adjustment completed <br />12 in 2017 levy period). <br />13 <br />14 Ms. Rueckert reviewed the General Fund Levy, Levy Increase by Fund Type, 2017 General <br />15 Fund Revenues and 2017 General Fund Expenditures. The 2017 Budget Cost Drivers included <br />16 personnel costs, contracted services, property and liability insurance costs, pass through costs, <br />17 remaining budget line items combined and revenue reductions in tax, increment collections, fund <br />18 transfers, and reimbursed costs for an overall reduction of $88,894. The 2017 Proposed Levies, <br />19 Taxing Jurisdictions in St. Anthony, 2017 Property Tax Distribution, Property Taxes 2017, <br />20 Distribution of City Taxes, and Issuance of Debt/Levy Impact were presented. The General Fund <br />21 Levy supports Administration, Police, Fire, Public Works, Finance and Parks. The 2017 average <br />22 homeowner will pay $948.84 (for a home valued at $260,000) for the General Fund Levy. The <br />23 Grants /Donations — Partnerships were reviewed. Since 1999 the City has received $31,627,561 <br />24 in grants /donations — partnerships. <br />25 <br />26 Ms. Rueckert presented a summary of the 2017 Budget: <br />27 • General fund levy totals - $3,573,493 <br />28 • Personnel costs up 2.22% - 72% of General Fund expenditures <br />29 • Increased CIP levy by $152,210 — Planned transition of liquor transfer - $77,210, added <br />30 support for equipment replacement - $75,000 <br />31 • Increase in all levies totals $399,973 or 6.61% <br />32 <br />33 Councilmember Stille asked City Manager Casey about the Issuance of Debt/Levy Impact slide <br />34 where the sidewalk on south side of 37`h Avenue from Stinson Boulevard NE to Highcrest Road <br />35 was mentioned. It was noted these funds were borrowed. Mr. Casey stated the bids received were <br />36 not satisfactory and rejected. The plan is to go out for bids in January when the monies will be <br />37 used once the contracts are awarded. <br />38 <br />39 Mayor Faust closed the public hearing at 7:17 p.m. <br />40 <br />41 Motion by Councilmember Stille, seconded by Councilmember Gray, to approve Resolution 16- <br />42 089: a Resolution setting the Final 2017 Tax Levy and General Operating Budget for the City of <br />43 St. Anthony Village. <br />44 <br />45 Motion carried 5 -0. <br />46 <br />
