City Council Regular Meeting Minutes <br />January 10, 2017 <br />Page 3 <br /> <br /> 1 <br />City Manager Casey reviewed the resolution approving the City of St. Anthony’s participation in 2 <br />the Government Alliance on Race and Equity (GARE) Cohort. GARE in partnership with the 3 <br />League of Minnesota Cities (LMC) has organized cohorts of governmental jurisdictions intended 4 <br />to systemically advance racial equity. 5 <br /> 6 <br />The following tools and resources will be received by participation: 7 <br />• A racial equity training curriculum, 8 <br />• A Racial Equity Tool to be used in policy, practice, program and budget decisions, 9 <br />• A capacity building plan and organizational structure to institutionalize equity, 10 <br />• Example policies and practices that help advance racial equity, and 11 <br />• A Racial Equity Action Plan template that can be used to develop St. Anthony Village’s 12 <br />plan. 13 <br /> 14 <br /> City Manager Casey summarized the key components of the cohort to include: 15 <br />• A curriculum that builds on the existing and growing field of governmental practices to 16 <br />advance racial equity. Technical assistance from the Center for Social Inclusion, the Haas 17 <br />Institute for a Fair and Inclusive Society and members of GARE’s Technical Assistance 18 <br />Advisory Group will be provided. 19 <br />• Peers from similarly situated jurisdictions that have experience with implementation of 20 <br />racial equity initiatives. The cohort as a whole will be structured to support peer-to-peer 21 <br />strategizing and problem-solving. 22 <br />• An “Advancing Racial Equity” speaker series that will be an opportunity for cohort 23 <br />participants, community members and elected officials to come together to learn and 24 <br />strategize in the spirit of shared commitment to advancing racial equity and transforming 25 <br />government. 26 <br /> 27 <br />St. Anthony’s team for the year-long process are Councilmember Brever, City Manager Casey, 28 <br />Assistant to the City Manager Yunker, Liquor Operations Lead Clerk Taylor and a staff member 29 <br />for the Mississippi Watershed Management Organization. The cost will be $8,000. 30 <br /> 31 <br />Councilmember Stille asked what the time commitment was for this and Mr. Casey stated it will 32 <br />be significant involving homework, monthly meetings and staff meetings to review plans. 33 <br />Updates will be provided to Council in addition to updates on the City website. 34 <br /> 35 <br />Motion by Councilmember Stille, seconded by Councilmember Brever, to adopt Resolution 17-36 <br />018; a Resolution Approving the City of St. Anthony’s Participation in the Government Alliance 37 <br />on Race and Equity (GARE) Cohort. 38 <br /> 39 <br />Motion carried 4-0. 40 <br /> 41 <br />C.
