<br /> THE VILLAGE LLC 11/11/2016 <br />TRAFFIC STUDY <br />CITY OF SAINT ANTHONY <br />WSB PROJECT NO. 2170-380 PAGE 24 <br /> <br /> <br />CONCLUSIONS / RECOMMENDATIONS <br /> <br />Based on the analysis documented in this Study, WSB has concluded the following: <br /> <br /> The proposed Village LLC development is anticipated to consist of 837 units of <br />multi-family residential units (townhomes and apartments). Access from the site <br />will be through driveway connections to Stinson Blvd at 26th Street and to Kenzie <br />Terrace at the existing Lowry Grove entrance. The development is anticipated to <br />generate an additional 4,384 daily trips, 339 AM peak trips and 431 PM peak trips. <br /> <br /> Existing traffic operations analysis shows that all intersection and driveways are <br />operating at an overall LOS C or better during both the weekday AM and PM peak <br />hours except the intersection of St Anthony Blvd at New Brighton Blvd which is <br />operating at a LOS D during the PM Peak Hour. There will be some movements that <br />will be operating at LOS D or LOS E. <br /> <br /> Intersection traffic operations for the future 2030 no-build condition show that all <br />intersection and driveways will operate at an overall LOS C or better during both the <br />weekday AM and PM with the existing intersection geometrics and traffic control, <br />except the intersection of St Anthony Blvd at New Brighton Blvd which is operating <br />at a LOS D during the PM Peak Hour. With the increase in traffic, some movements <br />will be operating at LOS D or LOS E. <br /> <br /> Intersection traffic operations for the future build condition show that, assuming the <br />addition of The Village LLC development traffic, all intersection and driveways will <br />be operating at an overall LOS C or better in 2018 and 2030 during both the <br />weekday AM and PM peak hours with the existing intersection geometrics and <br />traffic control, except the intersection of St Anthony Blvd at New Brighton Blvd <br />which is operating at a LOS D during the PM Peak Hour. With the increase in traffic, <br />some movements will be operating at LOS D, LOS E or LOS F. <br /> <br /> Based on the vehicle queuing analysis for the existing and future traffic conditions <br />for weekday AM and PM peak hours several locations were identified that would <br />exceed existing turn lane storage lengths. <br /> <br /> The Traffic Study evaluated condition for the years 2016 (existing), 2018 and 2030. <br />Based on the analysis four intersections were identified with capacity or vehicle <br />queueing impacts associated with the development of the proposed site. These <br />intersections include: <br />1. St Anthony Blvd at Kenzie Terrace/New Brighton Blvd (CR 88) <br />2. St Anthony Blvd at Silver Lake Rd(CR 136)/Kenzie Terrace (CR 153) <br />3. Kenzie Terrace (CR 153)/NE Lowry Ave at NE Stinson Parkway <br />4. Kenzie Terrace (CR 153) at Proposed Site Access/Wilson Street <br /> <br />123
