City C ouncil Regular Meeting Minutes <br />January 24, 2017 <br />Page 3 <br /> <br />• To generate community involvement in the development of parks and their elements; 1 <br />• To review and recommend revisions to the operation and maintenance of city parks; and, 2 <br />• To periodically review, re-evaluate, and update the comprehensive park plan to reflect 3 <br />current and future park needs of the City. 4 <br /> 5 <br />For 2017 the prioritized items for the Parks Commission are: Explore sustainability initiatives; 6 <br />Explore pedestrian and bike friendly routes including sidewalks; Explore and assess pocket parks 7 <br />for added amenities (i.e. benches); Joint meeting with the Planning Commission; and, Explore 8 <br />water conservation initiatives and partner with school to create public education posters, working 9 <br />with Rice Creek and MWMO watersheds. 10 <br /> 11 <br />Councilmember Stille asked about the pocket parks and noted they are City property. Mr. Bentz 12 <br />stated the additions would not be major. 13 <br /> 14 <br />Mayor Faust stated the MWMO has an education outreach staff person. This may be a good 15 <br />venue to reach out to the schools. Mayor Faust thanked the Park Commissioners for their work. 16 <br /> 17 <br />Motion by Councilmember Stille, seconded by Councilmember Gray, to accept the 2017 Parks 18 <br />Commission Work Plan as presented. 19 <br /> 20 <br />Motion carried 5-0. 21 <br /> 22 <br /> 23 <br />B. Resolution 17-021; a Resolution Calling a Hearing for the 2017 Street and Utility 24 <br />Improvement Project. 25 <br /> 26 <br />City Engineer Todd Hubmer reviewed this resolution sets a public hearing to be held on 27 <br />February 28, 2017 at 7:00 pm. He reviewed on January 12, 2017, bids for the 2017 Street and 28 <br />Utility Improvement Project were opened. The low bid received for the project was 29 <br />$2,320,289.50. The total cost of the improvement as presented to Council when seeking approval 30 <br />of plans, including engineering, legal and administrative fees was $3,010.400. 31 <br /> 32 <br />Mr. Hubmer reviewed the project location for the street reconstruction includes Penrod Lane, 33 <br />Skycroft Drive, Maplewood Drive and Chelmsford Road. The Mill and Overlay location is 34 <br />Silver Lake Court. Thirteen bids were received from $2,320,289.50 to $3,497,221.00 with Ryan 35 <br />Contracting being the lowest bidder. The funding sources will be from Special Assessment and 36 <br />429 Public Improvement Bonds. The project schedule was reviewed with construction estimated 37 <br />to begin in the April/May 2017 timeframe with final paving done in June 2018. 38 <br /> 39 <br />Councilmember Stille reviewed some statistics of road completion and noted it will be 78% 40 <br />complete at the end of 2017. 41 <br /> 42 <br />Mayor Faust referred to the Street Reconstruction Assessed Parcels map and asked if the 43 <br />improvements would be phased to allow residents to access their property along with services 44 <br />being able to access the neighborhood.
