page 17 <br />14. Historic properties: <br />Describe any historic structures, archeological sites, and/or traditional cultural properties on or in <br />close proximity to the site. Include: 1) historic designations, 2) known artifact areas, and 3) <br />architectural features. Attach letter received from the State Historic Preservation Office (SHPO). <br />Discuss any anticipated effects to historic properties during project construction and operation. <br />Identify measures that will be taken to avoid, minimize, or mitigate adverse effects to historic <br />properties. <br /> <br />A SHPO review was requested, and the results of the review are attached in Appendix B. There are <br />two historic structures and one historic district in proximity to the project area (Figure 16). <br /> <br />The St. Charles Borromeo Church and School is identified in the SHPO database as a potential <br />historic structure. This property is located north of the project area. The property is outside of the <br />project limits and the project will have no effects on the church or school. <br /> <br />The Sunset Funeral Home and Mausoleum is identified in the SHPO database as a potential historic <br />structure. The funeral home and mausoleum building is located southeast of the project area on the <br />west edge of the Hillside Cemetery property. The property is outside of the project limits and the <br />project will have no effect on the structure. <br /> <br />Stinson Parkway runs along the west side of the project area. Stinson Parkway is part of the Grand <br />Rounds Historical District which has been determined eligible for listing on the National Register of <br />Historic Places (NRHP). The application for listing is currently being reviewed by the National <br />Register staff. Although the project will be visible from Stinson Parkway, the project has attempted to <br />minimize visual impacts through site design. The site design for the project places the townhomes <br />along the parkway and the taller buildings behind the townhomes and further away from the parkway. <br />In the adjacent area, medium density residential homes border Stinson Parkway. The townhomes will <br />have the same visual effect as the existing residential homes and for this reason the project will not <br />change the feel of the parkway. There will be no physical changes to Stinson Parkway as part of this <br />project. <br /> <br />15. Visual: <br />Describe any scenic views or vistas on or near the project site. Describe any project related visual <br />effects such as vapor plumes or glare from intense lights. Discuss the potential visual effects from the <br />project. Identify any measures to avoid, minimize, or mitigate visual effects. <br /> <br />There are no scenic views or vistas on or near the project area. Some of the upper floors of the <br />buildings adjacent to the project area have views of the Mississippi River, I-35W bridge over the <br />Mississippi River, and downtown Minneapolis. The project could block some of these views, <br />depending on the site layout. However, the proposed development, with a mixture of one and two <br />story townhomes and multi-unit buildings (tallest proposed at 5 stories) is comparable to the heights <br />of buildings in adjacent developments. <br /> <br />The project will not produce vapor plumes. Lighting within the project area will be consistent with <br />the surrounding areas and will not produce glare from intense lights. <br /> <br /> <br />52
