page 23 <br />Transit opportunities near the project area include seven MetroTransit bus stops along Kenzie <br />Terrace between Stinson Blvd and 27th Avenue NE, including two at the entrance to Lowry <br />Grove. A bikeway is located on Saint Anthony Blvd west of Stinson Avenue. <br /> <br />b. Discuss the effect on traffic congestion on affected roads and describe any traffic improvements <br />necessary. The analysis must discuss the project’s impact on the regional transportation system. <br />If the peak hour traffic generated exceeds 250 vehicles or the total daily trips exceeds 2,500, a <br />traffic impact study must be prepared as part of the EAW. Use the format and procedures <br />described in the Minnesota Department of Transportation’s Access Management Manual, <br />Chapter 5 (available at: http://www.dot.state.mn.us/accessmanagement/resources.html) or a <br />similar local guidance, <br /> <br />A Traffic Impact Study was completed for the proposed Village, LLC site development. This <br />Study provides a comprehensive look at anticipated traffic impacts for the regional area, <br />including the area identified with this EAW. <br /> <br />The Traffic Study evaluated conditions for the years 2016 (existing), 2022 (proposed) and 2030 <br />(proposed). Based on the analysis four intersections were identified with capacity or vehicle <br />queueing impacts associated with the development of the proposed site. These intersections <br />include: <br /> <br />1. St Anthony Blvd at New Brighton Blvd (CR 88) <br />2. St Anthony Blvd at Silver Lake Blvd/Kenzie Terrace (CR 153) <br />3. Kenzie Terrace (CR 153)/NE Lowry Ave at NE Stinson Parkway <br />4. Kenzie Terrace (CR 153) at Proposed Site Access/Wilson Street <br /> <br />The Traffic Impact Study was completed for this project and is included in Appendix D. <br />Necessary traffic improvements are discussed within the Traffic Impact Study and are also <br />summarized in the section below. <br /> <br />c. Identify measures that will be taken to minimize or mitigate project related transportation effects. <br /> <br />Based on the analysis mitigation improvements were recommended for 2018 with the proposed <br />development and by 2030 as the area develops. These recommendations include: <br /> <br />1. 2018 with The Village, LLC Development: <br /> <br /> Optimize the signal time and coordination between the St Anthony Blvd <br />intersections at New Brighton Blvd (CR 88) and Silver Lake Blvd/Kenzie <br />Terrance (CR 153). <br /> <br /> Lengthen the northwest bound left turn lane from St Anthony Blvd to southbound <br />New Brighton Blvd (CR 88) from 125 feet to 200 feet. <br /> <br /> Lengthen the northeast bound right turn lane from Kenzie Terrace (CR 153) to <br />southeast St Anthony Blvd from 170 feet to 200 feet. <br /> <br />58
