City Council Regular Meeting Minutes <br />January 24, 2017 <br />Page 3 <br />1 • To generate community involvement in the development of parks and their elements; <br />2 • To review and recommend revisions to the operation and maintenance of city parks; and, <br />3 • To periodically review, re- evaluate, and update the comprehensive park plan to reflect <br />4 current and future park needs of the City. <br />6 For 2017 the prioritized items for the Parks Commission are: Explore sustainability initiatives; <br />7 Explore pedestrian and bike friendly routes including sidewalks; Explore and assess pocket parks <br />8 for added amenities (i.e. benches); Joint meeting with the Planning Commission; and, Explore <br />9 water conservation initiatives and partner with school to create public education posters, working <br />10 with Rice Creek and MWMO watersheds. <br />11 <br />12 Councilmember Stille asked about the pocket parks and noted they are City property. Mr. Bentz <br />13 stated the additions would not be major. <br />14 <br />15 Mayor Faust stated the MWMO has an education outreach staff person. This may be a good <br />16 venue to reach out to the schools. Mayor Faust thanked the Park Commissioners for their work. <br />17 <br />18 Motion by Councilmember Stille, seconded by Councilmember Gray, to accept the 2017 Parks <br />19 Commission Work Plan as presented. <br />20 <br />21 Motion carried 5 -0. <br />22 <br />23 <br />24 B. Resolution 17 -021, a Resolution Calling a Hearing for the 2017 Street and Utility <br />25 Improvement Project. <br />26 <br />27 City Engineer Todd Hubmer reviewed this resolution sets a public hearing to be held on <br />28 February 28, 2017 at 7:00 pm. He reviewed on January 12, 2017, bids for the 2017 Street and <br />29 Utility Improvement Project were opened. The low bid received for the project was <br />30 $2,320,289.50. The total cost of the improvement as presented to Council when seeking approval <br />31 of plans, including engineering, legal and administrative fees was $3,010.400. <br />32 <br />33 Mr. Hubmer reviewed the project location for the street reconstruction includes Penrod Lane, <br />34 Skycroft Drive, Maplewood Drive and Chelmsford Road. The Mill and Overlay location is <br />35 Silver Lake Court. Thirteen bids were received from $2,320,289.50 to $3,497,221.00 with Ryan <br />36 Contracting being the lowest bidder. The funding sources will be from Special Assessment and <br />37 429 Public Improvement Bonds. The project schedule was reviewed with construction estimated <br />38 to begin in the April/May 2017 timeframe with final paving done in June 2018. <br />39 <br />40 Councilmember Stille reviewed some statistics of road completion and noted it will be 78% <br />41 complete at the end of 2017. <br />42 <br />43 Mayor Faust referred to the Street Reconstruction Assessed Parcels map and asked if the <br />44 improvements would be phased to allow residents to access their property along with services <br />45 being able to access the neighborhood.
