The 1 <br />City is spending approximately $700 per light to switch to LED. That will save approximately 2 <br />$76 per year per light. That would payback the cost in 11 years. This will make a nice-looking 3 <br />corridor for St. Anthony. 4 <br /> 5 <br />Mayor Faust asked about the brightness of LED compared to current lighting. Mr. Hartman 6 <br />stated the brightness would be similar to what is currently seeing with the illumes being better. 7 <br /> 8 <br />Motion by Councilmember Jenson, seconded by Councilmember Brever, to adopt Resolution 17-9 <br />030; a Resolution Ordering Plans and Specifications and Authorize Solicitation of Bids for the 10 <br />Silver Lake Road Street Light Improvement Project. 11 <br /> 12 <br />Motion carried 5-0. 13 <br /> 14 <br />C. Ordinance 2017-01 an Ordinance Setting Sewer, Water and Storm Water Charges for 15 <br />2017. 16 <br /> 17 <br />City Manager Mark Casey reviewed this is Second Reading of the Ordinance Setting Sewer, 18 <br />Water and Storm Water Charges for 2017. The first reading was held at the February 14, 2017 19 <br />Council Meeting after a presentation by Finance Director Rueckert. 20 <br /> 21 <br />Mayor Faust noted the costs are being applied to where the expenses are and attempting to get 22 <br />people to be more conservative in their water use. This fits into the City’s sustainability efforts. 23 <br /> 24 <br />Motion by Councilmember Gray, seconded by Councilmember Brever, to approve Second 25 <br />Reading of Ordinance 2017-01 an Ordinance Setting Sewer, Water and Storm Water Charges for 26 <br />2017. 27 <br /> 28 <br />Motion carried 5-0. 29 <br /> 30 <br />D. St. Anthony Administration Department Annual Report. 31 <br /> 32 <br />City Manager Mark Casey delivered a power point presentation of the St. Anthony Village 33 <br />Administration Annual Report for 2016. The full report is 54 pages long. Mr. Casey noted the 34 <br />full report is available at www.ci.saint-anthony.mn.us. 35 <br /> 36 <br />Mr. Casey reviewed highlights for the year including the Advanced Oxidation Process (AOP) 37 <br />Plant, Greenstep Cities Step 4, Sustainable City Award, Community Solar Garden, Sustainable 38 <br />Tour Map, Technical Advisory Panel from Urban Land Institute, Advance Workshop – 39 <br />Sustainability in the Comp Plan, 2040 Comprehensive Plan Update and Community 40 <br />Engagement, Regional Stormwater Treatment & Research Facility, Mirror Lake Water Quality 41 <br />and Flood Reduction, DOJ’s Collaborative Reform Initiative, and Body Cam Work Group. In 42 <br />2016, the City sent out 68 notifications by email. The notifications are an opt-in program. Mr. 43 <br />Casey continued highlighting the 2016 Strategic Planning, 2016 Tour of the City, Anti-Bias 44 <br />Awareness Training, Sustainability, 2016 Building Permit Valuation, and 2016 Planning & Parks 45 <br />Commission Work Plans. 46 <br />4
