Resolution 17 -028: a Resolution Adopting and Confirming Assessments for the 2017 5 Street and Utility Improvements. 6 7 Mayor Faust opened the public hearing at 7:02 p.m. 9 City Engineer Todd Hubmer reviewed the Resolution 17 -027 states that the Council has 10 completed the public hearing process and orders the project to be completed. Included in the 11 Council packet are the assessments that have been calculated in accordance with the City's street 12 assessment policy for the 2017 Street and Utility Improvement Project. The second Resolution 13 17 -028 declares the amount to be assessed at $617,459,459.78 and outlines the assessment 14 process in accordance with Minnesota Statutes Chapter 429. 15 16 Mr. Hubmer provided the project locations for the street reconstruction, mill and overlay, 17 sanitary sewer improvements, water system improvements, drainage improvements, and street 18 reconstruction. Common resident concerns and sanitary service repairs were reviewed. The 19 project schedule was reviewed. A public information meeting was held on February 16, 2017 20 where resident concerns were addressed. 21 22 Mr. Hubmer stated the project will be funded by special assessment and 429 Public Improvement 23 Bond. Mr. Hubmer reviewed the assessment calculations following the City Policy for Street and 24 Local Drainage Improvements along with the project costs and portions covered by special 25 assessments and City costs. The method for determining front footage was provided. The one- 26 time assessment notice will be sent to affected residents in May 2017 and the assessments are 27 paid over a 15 -year period. Various options are available for paying the assessments. A map 28 showing the assessed parcels was provided. 29 30 Residents can sign up to receive weekly email updates and notification regarding the 2017 Street 31 & Utility Improvement project by visiting the webpage located under "Community Projects" on 32 the City's website at hqp : / /www.ei.saint- anthony.mn.us. 33 34 Mayor Faust stated this is a great opportunity to give the resident's whose sewer line may have 35 some issues for repairs or replacements to be done. Mayor Faust asked about the water service 36 line and copper pipe failure. Mr. Hubmer stated new copper pipe is run and generally they have 37 not found the existing pipe serving the home to be brittle with no issues to connect to it. Mayor 38 Faust stated every Friday the affected residents will receive an email update. There is also 39 someone on site that can be communicated with regarding any issues. 40 41 Mayor Faust closed the public hearing at 7:20 p.m. 42 43 Motion by Councilmember Gray, seconded by Councilmember Brever, to adopt Resolution 17- 44 027; a Resolution Ordering Improvements for the 2017 Street and Utility Improvements. 45 46 Motion carried 5 -0.
