Resolution 17-027, Resolution Ordering Improvements for the 2017 Street and Utility <br />2 Improvements. <br />4 B. Resolution 17 -028: a Resolution Adopting and Confirming Assessments for the 2017 <br />5 Street and Utility Improvements. <br />6 <br />7 Mayor Faust opened the public hearing at 7:02 p.m. <br />9 City Engineer Todd Hubmer reviewed the Resolution 17 -027 states that the Council has <br />10 completed the public hearing process and orders the project to be completed. Included in the <br />11 Council packet are the assessments that have been calculated in accordance with the City's street <br />12 assessment policy for the 2017 Street and Utility Improvement Project. The second Resolution <br />13 17 -028 declares the amount to be assessed at $617,459,459.78 and outlines the assessment <br />14 process in accordance with Minnesota Statutes Chapter 429. <br />15 <br />16 Mr. Hubmer provided the project locations for the street reconstruction, mill and overlay, <br />17 sanitary sewer improvements, water system improvements, drainage improvements, and street <br />18 reconstruction. Common resident concerns and sanitary service repairs were reviewed. The <br />19 project schedule was reviewed. A public information meeting was held on February 16, 2017 <br />20 where resident concerns were addressed. <br />21 <br />22 Mr. Hubmer stated the project will be funded by special assessment and 429 Public Improvement <br />23 Bond. Mr. Hubmer reviewed the assessment calculations following the City Policy for Street and <br />24 Local Drainage Improvements along with the project costs and portions covered by special <br />25 assessments and City costs. The method for determining front footage was provided. The one- <br />26 time assessment notice will be sent to affected residents in May 2017 and the assessments are <br />27 paid over a 15 -year period. Various options are available for paying the assessments. A map <br />28 showing the assessed parcels was provided. <br />29 <br />30 Residents can sign up to receive weekly email updates and notification regarding the 2017 Street <br />31 & Utility Improvement project by visiting the webpage located under "Community Projects" on <br />32 the City's website at hqp : / /www.ei.saint- anthony.mn.us. <br />33 <br />34 Mayor Faust stated this is a great opportunity to give the resident's whose sewer line may have <br />35 some issues for repairs or replacements to be done. Mayor Faust asked about the water service <br />36 line and copper pipe failure. Mr. Hubmer stated new copper pipe is run and generally they have <br />37 not found the existing pipe serving the home to be brittle with no issues to connect to it. Mayor <br />38 Faust stated every Friday the affected residents will receive an email update. There is also <br />39 someone on site that can be communicated with regarding any issues. <br />40 <br />41 Mayor Faust closed the public hearing at 7:20 p.m. <br />42 <br />43 Motion by Councilmember Gray, seconded by Councilmember Brever, to adopt Resolution 17- <br />44 027; a Resolution Ordering Improvements for the 2017 Street and Utility Improvements. <br />45 <br />46 Motion carried 5 -0. <br />
