City Council Regular Meeting Minutes <br />February 28, 2017 <br />Page 3 <br />Motion by Councilmember Stille, seconded by Councilmember Jenson, to adopt Resolution 17- <br />028; a Resolution Adopting and Confirming Assessments for the 2017 Street and Utility <br />Improvements. <br />Motion carried 5 -0. <br />V. REPORTS FROM COMMISSION AND STAFF — NONE. <br />10 VI. GENERAL BUSINESS OF COUNCIL. <br />11 <br />12 A. Resolution 17 -029; a Resolution Awarding a Bid for the 2017 Street and Utility <br />13 Improvements. <br />14 <br />15 City Engineer Hubmer reviewed bids were opened in February and there were 13 bidders. The <br />16 low bidder was Ryan Contracting ($2,320,289.50). The competition has been very strong. <br />17 <br />18 Councilmember Gray asked what the original estimate was and Mr. Hubmer stated $2.5M. <br />19 <br />20 Motion by Councilmember Brever, seconded by Councilmember Jenson, to adopt Resolution 17- <br />21 029; a Resolution Awarding a Bid for the 2017 Street and Utility Improvements to Ryan <br />22 Contracting Company of Elko New Market, MN for $2,320,289.50. <br />23 <br />24 Motion carried 5 -0. <br />25 <br />26 Mr. Hubmer provided an update on Minor Lake. The restoration along the shoreline will be done <br />27 rather than the excavation since frost is needed and the excavation will be completed next winter. <br />28 The residents can expect contact regarding tree placement for the project. <br />29 <br />30 Councilmember Stille asked if there is any incremental benefit to what has been done so far and <br />31 Mr. Hubmer stated the flood capacity has been doubled since some work has been done. The <br />32 water quality volume needs to be finished for excavation. Heavy equipment cannot be brought in <br />33 without frost. <br />34 <br />35 B. Resolution 17 -030; a Resolution Ordering Plans and Specifications and Authorizing <br />36 Solicitation of Bids for the Silver Lake Road Street Light Improvement Project. <br />37 <br />38 Director of Public Works Jay Hartman outlined the costs related to a street lighting retrofit from <br />39 conventional high pressure sodium (HFS) lighting to LED lighting along Silver Lake Road in the <br />40 Cities of St. Anthony Village and New Brighton. The project is broken up into three (3) <br />41 separate areas — 37fl' Avenue NE to Silver Lane, Silver Lane to County Road E, and County <br />42 Road E to 1 -694 on Silver Lake Road. Mr. Hartman provided the reasons the two cities are <br />43 considering this project. Staff is recommending that Council authorize staff to prepare bid <br />44 documents and solicit bids for the Silver Lake Road LED Street Light Improvement Project. <br />45 <br />
