2015 Annual Report • Administration • St. Anthony Village, Minnesota <br /> <br /> <br /> <br />18 <br /> <br /> <br />MIRROR LAKE FLOOD AND WATER <br />QUALITY PROJECT AGREEMENT WITH RICE CREEK WATERSHED DISTRICT <br />(RCWD) <br />In 2015, the City of St. Anthony was able to secure an <br />agreement with the Rice Creek Watershed District for a flood <br />mitigation and water quality on Mirror Lake. With funding <br />through the Board of Water and Soil Resources (BWSR) and <br />RCWD, the City will also contribute funds to ensure the <br />appropriate flooding mitigation measures will be incorporated <br />in the target watershed demonstration project. <br /> <br /> <br /> <br />REGIONAL STORMWATER TREATMENT AND RESEARCH FACILITY <br />In 2015, the City Council approved an agreement for ownership of the facility to be built in <br />2016. Mississippi Watershed Management Organization (MWMO) donated the $1.6 million <br />project to the City of St. Anthony. The facility is projected to cut pollution levels by more than <br />half for stormwater runoff flowing from the southern half or, 600 heavily urbanized acres of St. <br />Anthony, into the Mississippi River. This facility will use a combination of technologies to <br />remove an estimated annual average of 39 tons (63 percent) of sediment and 176 pounds (47 <br />percent) of phosphorus from stormwater runoff flowing from St.Anthony Village through <br />Minneapolis. Not only will this project have an immediate impact in terms of improving water <br />quality in the river, but it will also help fine-tune these new treatment <br />technologies as well as best management practices for the future. <br />
