Officers <br />have discretion in enforcing the traffic <br />law and do not necessarily issue a <br />citation in every circumstance. With the <br />goal being safer roadways and higher <br />visibility, this can sometimes be <br />accomplished by a verbal or written <br />warning being given to the violator. In <br />such a circumstance, it would not be <br />reflected in the previously portrayed <br />statistical data. <br /> <br />What is also difficult to measure is the <br />extra time that a patrol officer spends <br />working with the community to solve <br />problems. The St. Anthony Police <br />Department encourages and expects that patrol officers will utilize their skills, reasoning, time, <br />and determination to build relationships and solve community issues as they arise. While this <br />means less time enforcing traffic law, we believe it is time well spent and essential toward the <br />accomplishment of our mission to “...improve the overall quality of life for all we serve.” <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
