2015 Annual Report • Police Department • St. Anthony Village, Minnesota

16 | Page

We hired in two separate phases, the first starting in March
with the hiring of 3 new officers in April, they are:

Charlie Au capina who is interested in law enforcement,
and wanted to get involved with a department to help him
learn more. He just finished his classes and will be taking
the POST (Police Officers Standards and Training) test
soon. After taking and successfully passing this test, he
will be eligible to be hired full-time as a sworn police
officer. Charlie also speaks fluent Spanish, which is very
helpful.

Steve Panning is a resident of St Anthony who wanted to
give back to his community. While Steve has no desire to
become a police officer, he is dedicated to being an active
participant in the safety and security of the community in
which he lives.

Noah Young is already eligible to be hired as a full-time police officer and is taking this
opportunity to learn as much as he can while he looks for a sworn law enforcement position.
Noah is originally from Wisconsin and moved to Minnesota to pursue his career.

The second phase was started in June and we hired 4
more new officers in July, they are:
